Proximity to public transportation, employment centers, recreational facilities, <br />and community services such as shopping, personal services, schools, daycare <br />facilities, and health care facilities; and <br />2. Compatibility with adjacent land uses and existing neighborhoods. <br />Director Keating outlined the following new policy which would provide the Barrier <br />Island municipalities the opportunity to meet their affordable housing needs by participating in <br />the County's Housing Trust Fund. <br />OBJECTIVE 4 Housing Assistance/Housing Implementation Program <br />Annually, at least 40 income eligible households will receive assistance through [the] <br />County's local housing assistance program. <br />POLICY 4.5: The County shall enter into Interlocal agreements with any County <br />municipality which, because of unusually high property values or coastal high hazard <br />area constraints, cannot meet its affordable housing needs within its jurisdiction, and <br />desires to contribute to the Housing Trust Fund. The amount and method of payment will <br />be established prior to execution. <br />The Chairman invited public comment. There were no speakers. <br />CONSERVATION ELEMENT - CHAPTER 8 <br />(Clerk's Note: This item was heard commencing at 10:12 a.m., following Coastal <br />Management Element — Chapter 9, and is placed here for continuity). <br />Director Keating stated that a new policy for the County to obtain an updated <br />geohydrological study has been included in the following policy, found in Objective 3. <br />OBJECTIVE 3 Groundwater Quality and Quantity <br />Through 2025, there will be no reduction in the quality or quantity of water in either the <br />surficial aquifer or the Floridan aquifer in Indian River County.
