After further debate, the Board CONSENSUS was to keep Objective 6 in the <br />Comprehensive Plan, but to change the requirement for the upland communities from 5,000 to <br />500 acres. <br />Staff addressed Mr. Beutell's questions regarding the requirements for new developments <br />to set aside upland preservation areas. <br />The Chairman called a break at 10:31 a.m., and reconvened the meeting at 10:43 a.m., <br />with all members present. <br />COASTAL MANAGEMENT ELEMENT - CHAPTER 9 <br />(Clerk's Note: This item was heard commencing at 9:50 a.m., following Natural <br />Groundwater Aquifer Recharge Sub -Element — Chapter 3D, and is placed here for continuity). <br />Director Keating outlined Policies 4.2 and 4.3, under Objective 4 Beaches and Dunes, <br />pertaining to the Dune Stabilization Setback Line (DSSL) and a requirement that by 2012, all <br />new oceanfront developments to hook up to public sewer if available. <br />OBJECTIVE 4 Beaches and Dunes <br />Through 2030, all natural functions of the beach and dune system in Indian River County <br />shall be protected and no unmitigated human -related disturbance of the primary dune <br />system shall occur. <br />POLICY 4.2: In light of the potential for increased coastal erosion from climate <br />change, sea level rise and other factors, the County shall, by 2012, evaluate the location <br />of the Dune Stabilization Setback Line (DSSL) and consider relocating that line further <br />west. <br />POLICY 4.13: To alleviate the potential adverse health and environmental impacts <br />associated with beach erosion damage to on-site disposal systems (OSDS), the County, <br />by 2012, shall require all new oceanfront developments to hook up to public sewer if <br />available. <br />26 <br />April 19, 2010 <br />
