POLICY 1.38: The new town land use designation shall be established through the <br />Planned Development (PD) process. For any land to receive the new town land use <br />designation, a PD project must be approved which clusters residential and non-residential <br />uses in a manner which protects agricultural and open space areas, protects natural <br />resources, creates a self-sufficient community, minimizes off-site traffic, and does not <br />increase urban sprawl. <br />(Clerk's Note: Please see Appendix A of these minutes to view Draft Policy 1.38 in its <br />entirety). <br />Commissioner Wheeler discussed the advantages of expediting commercial development, <br />such as supermarket construction, within the New Towns. <br />Director Keating advised that such development is not in the regulations, but included in <br />the Planned Development approval. <br />Chairman O'Bryan suggested in Policy 1.38(c), that rather than changing the density <br />from 1 to 1.5 units per acre, the density be set at 1 unit per acre, with the allowance of an <br />additional unit per acre for the Transfer of Development Rights (TDR's). <br />Discussion followed in response to Chairman O'Bryan's remarks <br />The Chairman opened the floor to public discussion. <br />Peter Seed, 180 Island Sanctuary, representing the Indian River Neighborhood <br />Association, addressed the Board at length, making observations and recommendations on <br />specific components of the New Town policies. <br />(Clerk's Note: Chairman O'Bryan turned the gavel over to Vice Chairman Solari at <br />11:50 a.m.) <br />Vice Chairman Solari called a break at 11:50 a.m., and reconvened the meeting at 11:59 <br />a.m., with all members present. <br />5 <br />April 19, 2010 <br />
