1:01 ON MOTION by Vice Chairman Davis, SECONDED by <br />p.m. Commissioner Solari, the Board unanimously: (1) approved for the <br />Board of County Commissioners to continue charging the State Road <br />(SR) 60 interest share fee on new construction in the affected SR 60 <br />area, until the Florida Department of Transportation (FDOT) has <br />completed repayment of the advance payments; repayment is <br />scheduled to be completed October 1, 2015, and as such, the interest <br />share fee should be terminated at that time; and (2) authorized staff <br />to prepare the necessary Resolution and Ordinance changes and <br />submit them to the Board for final approval. <br />F. <br />1:02 <br />p.m. <br />Public Works <br />1. 66th Avenue (South of 61st Street to Sebastian City Limit) Corridor Study <br />/ S.C.A.L.E. Report <br />(memorandum dated June 24, 2014) <br />Director of Public Works Chris Mora provided a brief history and <br />update on the 66th Avenue road -widening project. He explained that <br />the Board will need to approve the 66th Avenue Corridor <br />Study/S.C.A.L.E report before the project can move forward with <br />right-of-way acquisition and construction of 66th Avenue north of 57th <br />Street and the widening of the County Road 510 (CR 510) / 66th <br />Avenue intersection. <br />Brian Goode, P.E., Kimley-Horn and Associates, explained that the <br />66th Avenue Corridor Study/S.C.A.L.E. Report evaluates five factors: <br />(1) Public Safety; (2) Cost; (3) Alternative Alignments; (4) Long - <br />Range Planning; and (5) Environmental Resources, to determine the <br />most feasible roadway alignment to proceed with the next project <br />design phase. He reviewed four alternative alignments for the <br />Board's consideration - West Alignment, East Alignment, Canal <br />Enclosure, and a No Build Alternative, and relayed staff's <br />recommendation for the West Alignment. <br />During discussion, the Board asked staff to be as fair as possible to <br />property owners who might be impacted by the County's right-of- <br />way acquisitions as the project progresses. <br />1:18 ON MOTION by Vice Chairman Davis, SECONDED by <br />p.m. Commissioner Flescher, the Board unanimously approved the 66th <br />Avenue Corridor Study / S.C.A.L.E. Report for 66th Avenue from <br />south of 61st Street to the Sebastian City limit, along with the West <br />Alignment alternative. <br />G.
