Paul Teresi, President of the Indian River County Taxpayers' Association, said the <br />Association's Board of Directors and Budget Task Force recommended a three to four percent <br />cut in the Sheriff's Budget. <br />Cyril Knowles, 7855 91st Avenue, Vero Beach, supported cutting the Sheriff's Budget. <br />He also asked for and received clarification regarding personnel hires/cuts, and inmates being <br />charged for medical expenses. <br />There being no additional speakers, the Chairman closed the floor to public comments. <br />Sheriff Loar asked for and received clarification and specifics regarding the formula that <br />was used for his proposed Budget cuts. <br />Discussion ensued regarding the Board not wanting to increase taxes, maintenance of the <br />jail facility, whether to take the funds from the Reserves or the Fund Balance, and taking the <br />necessary steps to ensure that drastic cuts will not be required next year. <br />After a lengthy debate between the Board and staff, there was CONSENSUS that the <br />Sheriff's Budget be set at $39,467,614, which includes a one-time expenditure of $600,000 <br />(from County Reserves for jail repairs, totaling $40,067,614, a cut of $1,900,000. Note: <br />Electrical services will be separate. <br />The Board authorized Sheriff Loar to submit a memo to Administrator Baird for Board <br />approval when transferring capital, expenses, and salaries. <br />In conclusion, Commissioners and staff reiterated to Sheriff Loar how they greatly <br />appreciate the job he and his Department are doing, the difficulty of making decisions and <br />cutting back, their faith and confidence in him, and the desire to keep the doors of <br />19 <br />July 14, 2010 <br />
