Approval of Public Hearing for Ordinance Establishing an Oslo Park <br />Subdivision Street Lighting District MSBU (Municipal Services <br />Benefit Unit) <br />(memorandum dated May 28, 2014) <br />123- <br />125 <br />Director of Public Works Chris Mora presented the request of <br />the Oslo Park Subdivision area residents for the County to <br />establish a street lighting Municipal Services Benefit Unit <br />(MSBU). He thereafter recommended that the Board advertise <br />for a Public Hearing to establish the MSBU. <br />ON MOTION by Commissioner Flescher, SECONDED by <br />Chairman O'Bryan, the Board unanimously authorized staff to <br />advertise for a Public Hearing to establish the Oslo Park <br />Subdivision Street Lighting District. The first ad -valorem <br />assessment shall be levied for the tax year 2015-2016. Pursuant <br />to Statute, notice of the Public Hearing must be published four <br />times (once per week for four weeks) together with notice mailed <br />to affected parties. <br />Utilities Services <br />None <br />COUNTY ATTORNEY MATTERS <br />12:30 A. Letter to the Florida Municipal Power Agency (FMPA) Concerning Meeting <br />p.m. Agendas <br />(memorandum dated July 3, 2014) <br />126- <br />128 <br />County Attorney Dylan Reingold recalled the Board's direction on July <br />1, 2014, for staff to draft a letter to the Florida Municipal Power Agency <br />(FMPA) requesting that when they discuss the prospective sale of the <br />City of Vero Beach Electric Utility to Florida Power and Light (FPL) at <br />their meetings, that said item be included on the FMPA agendas. He <br />asked the Board to approve the letter, amended to include the meeting <br />dates on which discussion was held without notice on the agendas. <br />The Board suggested that in addition to FMPA's General Manager/CEO <br />Nicholas Guarriello and General Counsel Frederick Bryant, Attorney <br />Reingold send copies of the letter to Patricia Gleason, Attorney <br />General's Office; Governor Rick Scott; Representative Debbie Mayfield; <br />and Senators Joe Negron and Thad Altman. <br />A brief discussion ensued, with input from the County Attorney, about <br />the Florida Municipal Electric Association (FMEA). <br />ON MOTION by Commissioner Zorc, SECONDED by Commissioner <br />Solari, the Board unanimously: (1) authorized the Board Chairman to <br />Board of County Commission Minutes <br />July 15, 2014 Page 11 <br />
