There were no additional speakers, and the Chairman closed <br />the Public Hearing. <br />Chairman Flescher sought and received confirmation from the <br />County Attorney that prior communications related to the <br />church, but unrelated to the parking lot, would not prevent his <br />participation in today's quasi-judicial hearing. <br />MOTION WAS MADE by Commissioner Solari, SECONDED <br />for discussion by Vice Chairman Davis, to approve staff's <br />recommendation, with staff's conditions EXCLUDING Special <br />Condition No. 4 — Traffic Monitoring to determine if <br />additional signage will be required for parking along Roseland <br />Road. <br />Discussion ensued on the importance of the food bank and the <br />church's willingness to be a good neighbor. <br />Chairman O'Bryan stated that although he supports the food <br />bank, he is concerned about possible unintended consequences <br />of approving this item without the traffic monitoring. He <br />declared support for the Motion if amended to include a <br />traffic monitoring period. <br />Commissioner Solari stood by his original Motion. <br />Discussion continued by the Board and staff about the traffic <br />monitoring condition, the proposed parking lot, the intensity <br />of use at the church, and the pros and cons of adding signage <br />on Roseland Road. <br />The Chairman CALLED THE QUESTION and by a 4-1 vote <br />(Chairman O'Bryan opposed), the Motion carried. <br />The Board FOUND, that in conjunction with the <br />recommended conditions: <br />1. It is empowered under the provisions of Chapter 971 to <br />review the special exception applied for; <br />2. The granting of the special exception will not adversely <br />affect the public interest; <br />3. The application satisfies the general and specific criteria <br />required for special exception approval; and <br />4. The conditions stated below are adequate to ensure <br />compatibility between the special exception use and <br />surrounding land uses; and <br />The Board GRANTED special exception approval for the <br />Board of County Commission Minutes <br />July 15, 2014 Page 7 <br />
