prohibition of outdoor lighting. <br />Commissioner Solari did not see the necessity to require the <br />church to fund additional signage. <br />Director Boling explained for Commissioner Flescher why a <br />formal traffic study did not need to be conducted. <br />The Chairman opened the Public Hearing. <br />Todd Smith, Project Engineer, 121 Hinchman Avenue, <br />Sebastian, stated the food pantry's operating hours, and <br />stressed that the additional parking lot will allow patrons and <br />staff to park in the lot, rather than in the alley. <br />Discussion ensued during which staff and Mr. Smith dispelled <br />the Board's concerns about a possible intensification of traffic. <br />Charles Duncan, Roseland Church member, validated that the <br />purpose of the parking project is to make the traffic flow safer <br />for those who come to the food pantry. <br />Pat Edmund, 12920 82' Court, Roseland, outlined her <br />concerns about the proposed parking lot. <br />Jinny Earnshaw, Director of Food Pantry, disclosed that the <br />food bank serves about 400 families per month. <br />Jackie James, Roseland, elaborated on her reasons for <br />opposing the proposed parking lot. <br />Sy Carlson, Bay Street, Roseland, suggested that the Planning <br />and Zoning Commission conduct further analysis on what <br />effect the proposed parking lot will have upon traffic, before <br />the Board makes a decision. <br />Staff responded to several concerns voiced by the speakers <br />opposing the project, and clarified the advantages of having <br />the new parking lot. <br />Rhonda Swiger, 667 Wallis Avenue, Sebastian, voiced support <br />for the proposed parking lot. <br />Mr. Smith asked the Board to approve the special exception <br />use without the additional parking/traffic monitoring <br />condition. <br />Board of County Commission Minutes <br />July 15, 2014 Page 6 <br />
