Roseland United Methodist Church's Request for Special <br />Exception Use Approval to Construct a Stabilized Parking Lot to <br />Serve the Church <br />(memorandum dated July 3, 2014) <br />69-84 <br />(Quasi -Judicial) <br />PROOF OF PUBLICATION OF ADVERTISEMENT FOR <br />HEARING IS ON FILE IN THE OFFICE OF THE CLERK TO <br />THE BOARD <br />The Commissioners, as requested by the Chairman, disclosed <br />that there had been no ex parte communications or <br />independent investigations. Commissioners O'Bryan, Solari, <br />and Zorc disclosed that there have been no site visits; Vice <br />Chairman Davis and Commissioner Flescher stated that they <br />have formerly driven by the site. The Commissioners affirmed <br />that they have an open mind and are able to base their <br />decisions on the evidence presented and the applicable law. <br />In accordance with Chairman O'Bryan's declaration that this <br />meeting was quasi-judicial, the Deputy Clerk administered the <br />Oath to all persons who wished to speak at the hearing. <br />Community Development Director Stan Boling presented a <br />description and analysis of Roseland United Methodist <br />Church's request to convert a lot at the corner of 82nd Court <br />and 129th Court to a grass parking lot with nine spaces, to <br />serve the church. He relayed that the Planning & Zoning <br />Commission (P&Z) has recommended Board approval of the <br />request with conditions, including the possible addition of <br />signs along Roseland Road to prohibit roadside parking. <br />Director Boling noted that staff has structured a monitoring <br />condition to evaluate the parking/traffic circulation, and if <br />signs become necessary, the church will cover the County's <br />costs for making and installing the signs. He thereafter <br />relayed staff's recommendation for the Board to grant special <br />exception use approval for the church parking lot with the <br />conditions outlined in staff's report, related to buffer <br />construction; parking and traffic circulation; and the <br />Board of County Commission Minutes <br />July 15, 2014 Page 5 <br />
