<br />Administrator recommendations for Non -Profit Organizations:
<br />• Harvest Food and Outreach Center - $4,000, same as last year
<br />• Mental Health - $20,000, same as last year
<br />• 211 Palm Beach - $7,000, same as last year
<br />• Veterans Council - $75,500, an increase of $560
<br />• Keep Indian River Beautiful (KIRB) - $40,539, an increase of $1,930
<br />Dr. Crystal Bujol, founder of the Gifford Youth Orchestra, said she was informed that she could apply
<br />through Children's Services and the County for funding assistance; however, since she missed the
<br />deadline, she wanted the Board to reconsider the zero recommendation.
<br />Dr. Bob Brugnoli, Executive Director of the Mental Health Association in Indian River County,
<br />explained why he requested a budget increase.
<br />Althea McKenzie questioned the application process to Children's Services, and allocated funds. She
<br />supported Dr. Bujol's request, and asked the Board to reconsider or give her options to continue the
<br />music program.
<br />Paige Woodward, Community Relations Specialist for 211 Palm Beach/Treasure Coast, requested the
<br />Board grant an additional $3,000 to their budget.
<br />Vicki Soule, CEO of Treasure Coast Community Health, asked the Board to reconsider their budget
<br />request for $85,000.
<br />QUASI NON-PROFIT ORGANIZATIONS

<br />• Administrator recommendations for Quasi Non -Profit Organizations:
<br />• Senior Resource - $700,000, an increase of $79,532
<br />• Senior Resource Grants - $0, a decrease of $439,046
<br />• Gifford Youth Activity Center - $86,819, an increase of $1,283
<br />• Progressive Civic League - $12,185, same as last year
<br />• Humane Society - $395,547, same as last year
<br />• Treasure Coast Homeless Services - $15,270, same as last year
<br />The proposed total for Quasi Non -Profit Agencies is $1,209,821, a decrease of $358,231, or 22.8%.
<br />Chairman O'Bryan asked if there were comments from the public; there were none.
<br />LAND ACQUISITION BONDS

<br />Administrator Baird said the Land Acquisition Bond — 2004 Referendum proposed budget is
<br />$4,750,312, a decrease of $25,248; and the proposed millage rate is 0.3694, a decrease of 0.0094. He
<br />mentioned that this is to pay for the $50 million debt service for environmentally sensitive land, which
<br />should be paid off in 2021.
