Those grants have been successfully com- <br />pleted and closed out. This application will cover a three-year <br />funding cycle with Small Cities funds: Fiscal Year 1981 amounting <br />to $321,000; 1982 in.the amount of $425,000; and 1983 in the amount <br />of $424,000 for a three-year total of $1,170,000. <br />Depending upon forthcoming regulations or administrative deci- <br />sions at the HUD level, the amount of funds applied for may vary from <br />those presently anticipated. <br />Applications under the Small Cities Program are competitive with <br />other communities throughout the State, and it is certain that more <br />pre -applications for funding will -be submitted than can be funded. <br />Submission of a pre -application for these funds is'no guarantee that <br />the County's program will be funded. Further, approval of the appli- <br />cation notwithstanding, subsequent funding is dependent upon satis- <br />factory performance. <br />If the County's pre -application rates favorably compare to <br />other applicants, HUD will invite the -County to submit a full appli- <br />cation for Small Cities Program Funds. <br />Activities eligible to be conducted under a Community Develop- <br />ment Program include, but are not specifically limited to, the <br />following range of activities: <br />1. Acquisition <br />2. Neighborhood facilities <br />3. Public facilities and improvements, such as solid waste <br />disposal, fire equipment, public utilities improvement; <br />street paving, lighting and drainage; with certain <br />restrictions <br />4. Provision of public services <br />5. Interim assistance, including emergency housing repair <br />6. Removal of architectural barriers to the elderly and <br />handicapped <br />7. Housing rehabilitation <br />8. Code enforcement <br />9. Economic development activities <br />10. Planning,and program administration <br />11. Historic preservation <br />12. Various types of housing assistance <br />During the past three program years, the County has undertaken or <br />programmed the following types of activities with CDBG funds: public <br />improvements, such as street paving and drainage; recreation improve- <br />ments; housing rehabilitation. <br />These CD applications are developed by the CD and Planning staffs, <br />reflecting regular meetings with the Citizens Advisory Committee, cor- <br />respondence with other agencies, civic groups and individuals, etc., <br />on a continuing basis throughout the program year, in addition to the <br />two public hearings for citizen information and input. The Citizens <br />Advisory Committee recommends the program activities based upon citizen <br />input and staff recommendations, with final approval the responsibility <br />of the County Commission. The pre -application for Small Cities funds <br />will be sent to HUD by November 17, 1980. <br />In accordance with HUD requirements, a status report is being pre- <br />pared. This report describes the progress of the CD program through <br />November, 1980, will be included as part of the pre -application and <br />will be available for public inspection in the Community Development <br />Department at 800 - 20th Place, -Suite #3, Vero Beach, Florida 32960. <br />In addition, the Department will be up -dating its Citizen Parti- <br />cipation Plan in accordance with the new regulations. <br />
