- 1981 COM - DEVELOPMENT <br />APPLICATION SUMMARY <br />A major intent of the Community Development Program is to meet <br />the statutory objective of providing decent housing, a suitable living <br />environment and expanded economic opportunities, principally for per- <br />sons of low and moderate>'•income. <br />In developing the 1981 Community Development Block Grant Appli- <br />cation, the following major needs were found to exist: <br />I. The need to eliminate blighting influences in deteriorating <br />neighborhoods, especially those influences detrimental to <br />health, safety and public welfare of low to moderate -income <br />persons. <br />II. The need to conserve and maintain Indian River County's <br />present housing stock, especially those units occupied <br />by low to moderate -income persons. <br />The long-term objectives of the Community Development Program in <br />relation to the needs are: <br />(A) To upgrade deteriorating neighborhoods to decent, safe and <br />environmentally sound living areas; eliminating those <br />influences that are detrimental.to the health, safety and <br />public welfare of low to moderate -income residents as first <br />priority. (Related to I) <br />(B) To actively preserve housing through the initiation of a <br />multitude of programs which will aid and assist in the <br />maintenance and conservation of housing for low to moderate - <br />income families. (Related to II) <br />Short-term objectives which will assist in accomplishing the stated <br />long-term objectives are: <br />(1) The'establishment of a Public Facilities Program to elim- <br />inate deficiencies in this area,'i.e., street paving, <br />water and sewer, sidewalks, drainage, etc. (Related to (A)) <br />(2) The establishment of a Housing Demolition Program to <br />eliminate unsafe, dilapidated structures that blight <br />the community. (Related to (A) and (B)). <br />(3) The establishment of a Housing Rehabilitation Program to <br />return structurally sound substandard units to standard <br />condition and prevent further deterioration. <br />Activities presented in the Fiscal Year 1981 Community Develop- <br />ment Block Grant Pre -application which support the short-term objec- <br />tives are: <br />(a) Establishment of public facilities program to eliminate <br />deficiencies in this area. <br />1. Streets and associated drainage <br />2. Park and playground <br />3. Water service <br />(b) Housing rehabilitation to return 76 structurally sound <br />substandard units to standard condition. <br />(c) Code enforcement to prevent further deterioration. <br />Relocation assistance to families wishing to move <br />from dilapidated structures into standard housing. <br />Eliminating unoccupied, dilapidated structures and, <br />assist in their demolition. 45 <br />OCT 2 2 1980 <br />
