REGAN EXPLAINED THAT THE PROPOSED THREE YEAR <br />PROGRAM WAS DESIGNED SO THAT WE COULD MAKE A DEFINITE IMPACT IN A <br />CERTAIN AREA EACH YEAR. HE NOTED THAT IN THE PROJECT AREA ALL BUT <br />2% OF THE PEOPLE ARE LOW INCOME FAMILIES AND CONTINUED THAT DEPENDING <br />ON FORTHCOMING REGULATIONS, THE AMOUNT OF FUNDS APPLIED FOR MAY VARY <br />FROM THOSE PRESENTLY ANTICIPATED. THE APPLICATIONS FOR THESE FUNDS <br />ARE VERY COMPETITIVE, AND SUBMISSION OF AN APPLICATION IS NO GUARANTY <br />THAT THE PROGRAM WILL BE FUNDED. HE ANNOUNCED TO THOSE PRESENT THAT <br />THERE WILL BE A SECOND PUBLIC HEARING ON THIS PRE -APPLICATION AT <br />5:01 O'CLOCK P.M. TODAY. <br />MR. REGAN CONTINUED TO COMMENT, NOTING THAT ALTHOUGH WE <br />HAVE NOT BEEN APPROVED FOR FUNDING IN THE PAST ON THIS SAME SITE, <br />OUR STANDING HAS IMPROVED SUBSTANTIALLY EACH YEAR. IN ADDITION, WE <br />NOW HAVE SUCCESSFULLY CLOSED OUT ON THREE PREVIOUS GRANTS; WE HAVE <br />GOTTEN A SECTION S HOUSING ASSISTANCE PROGRAM OF $225,000 AND A <br />LAND ACQUISITION AND DEVELOPMENT TRUST FUND RESERVATION IN WRITING <br />THAT IS BEING WORKED ON BY -THE HOUSING AUTHORITY; AND THE HOUSING <br />AUTHORITY ALSO CAME INTO BEING IN THIS SAME PERIOD OF TIME AND THEY <br />HAVE MADE APPLICATION TO HUD FOR 116 UNITS OF PUBLIC HOUSING. ALL <br />THESE ARE POSITIVE STEPS FORWARD. MR. REGAN THEN WENT ON TO DISCUSS <br />THE DIFFERENT TYPES OF FUNDING (ENTITLEMENT AND DISCRETIONARY), NOTING <br />THAT THE ENTITLEMENT AREAS (LARGE CITIES) ARE AUTOMATICALLY FUNDED, <br />BUT THE COUNTIES AND SMALLER CITIES HAVE TO COMPETE FOR THE DISCRE- <br />TIONARY FUNDS. THE REQUESTS FOR THESE FUNDS ARE FOUR TIMES THE <br />AMOUNT TO BE GIVEN OUT TO THE DISCRETIONARY GROUPS, AND THE COMPETI- <br />TION, THEREFORE, IS INTENSE. <br />COMMISSIONER LYONS FELT THE RECORD SHOULD SHOW THAT THE <br />COMMUNITY DEVELOPMENT ADVISORY COMMITTEE MET AND VOTED TO CONTINUE <br />TO TRY TO GET THIS APPLICATION APPROVED, AND MR. REGAN CONFIRMED <br />THAT THE COMMITTEE HAS ENDORSED MOVING FORWARD WITH THIS PROGRAM. <br />36 <br />
