CHAIRMAN SIEBERT COMMENTED THAT THE COUNTY IS RESPONSIBLE <br />FOR RAISING THE NECESSARY FUNDS TO COMPLETE THE 24" LINE AND ASKED <br />IF WE HAVE REASONABLE ASSURANCE THAT WE CAN GET THAT LINE PAID FOR. <br />ATTORNEY COLLINS ANSWERED THAT WE HAVE NO REASONABLE ASSUR- <br />ANCE RIGHT NOW; WE HAVE A NUMBER OF AVENUES THAT ARE AVAILABLE, BUT <br />IF WE ARE NOT ABLE TO RAISE THE FUNDS THROUGH THOSE AVENUES, THEN <br />THE LINE JUST DOESN'T GET CONSTRUCTED. CONCEPTUALLY WHAT HE HAD IN <br />MIND IS TRYING TO RAISE THE SUBSTANTIAL PART OF THE MONIES FROM <br />EAST CAUSEWAY BOULEVARD TO SOUTH OF THE MOORINGS THROUGH DEVELOPER <br />CONTRIBUTIONS, AND HE NOTED THAT $100,000 ALREADY HAS BEEN PAID INTO <br />ACCOUNT BY CASTAWAY COVE. SOUTH OF THE MOORINGS, WE HAVE THE SOUTH <br />BEACH MUNICIPAL SERVICE DISTRICT, AND HE ENVISIONED SOME SORT OF <br />ASSESSMENT BOND WILL BE LAUNCHED IN THAT AREA AND FELT IT IS FORE- <br />SEEABLE THAT PART OF THE FUNDS RAISED IN THAT AREA SHOULD PAY PART OF <br />THE COSTS FURTHER NORTH. <br />CHAIRMAN SIEBERT THEN DISCUSSED THE NEED FOR A 24" LINE, <br />AND ATTORNEY COLLINS NOTED THAT PARAGRAPH 3 REFERRED TO AN "APPROXI- <br />MATE DIAMETER OF 24"; COMMISSIONER LYONS CONFIRMED THAT THEY JUST <br />USED 24" TO DIFFERENTIATE FROM THE EXISTING LINE. <br />DISCUSSION CONTINUED REGARDING DESIGN OF THE LINE AND HOW <br />THE SIZE WILL BE DETERMINED, AND ATTORNEY COLLINS STATED THAT ENGINEER <br />ROBBINS WILL DESIGN THE LINE TO MEET ULTIMATE DENSITY AND WILL SUBMIT <br />IT TO THE CITY FOR APPROVAL; IT HAS TO BE BY MUTUAL AGREEMENT. <br />COMMISSIONER WODTKE FELT THAT THERE IS A DIFFERENT UTILIZA- <br />TION OF CAPACITY BETWEEN SINGLE FAMILY AND MULTIPLE FAMILY, AND CHAIR- <br />MAN SIEBERT NOTED THAT THIS LAND IS ALREADY PLATTED AND SOME CONTRACTORS <br />BELIEVE A 24" LINE SIMPLY ISN'T NECESSARY. <br />COMMISSIONER LYONS POINTED OUT THAT RATHER THAN HAVE THE <br />DEVELOPER FIGURE ON A 6" LINE, FOR INSTANCE, THEY WOULD RATHER HAVE <br />THEM LOOK AT THE MAXIMUM, AND THEN IF IT IS LESS, PEOPLE WILL BE <br />HAPPIER. HE AGREED THAT WE DON'T WANT TO OVERDESIGN BECAUSE THE <br />MORE IT COSTS, THE MORE DIFFICULT IT IS TO FINANCE. COMMISSIONER <br />LYONS CONTINUED THAT HE BELIEVED THESE AGREEMENTS WILL DO MORE TO <br />BRING ABOUT UNDERSTANDING THAN ANYTHING WE HAVE HAD IN THE PAST. <br />HE NOTED THAT A LOT OF THINGS HAVE BEEN THRASHED OUT AND THERE ARE <br />SOME CHANGES OVER WHAT WAS NEGOTIATED IN 1.973, <br />OCT 2 21980 <br />71 Booi 45 FAc 71 <br />
