CHAIRMAN LYONS ADVISED THAT IT IS AN INFORMATION ITEM - AND <br />IS PERTINENT. HE THOUGHT THAT WE HAVE TO BE FULLY AWARE OF THE <br />SITUATION; THEREFORE, HE REQUESTED THIS ITEM BE ADDED FOR INFORMATION <br />PURPOSES ONLY. <br />ATTORNEY COLLINS COMMENTED THAT ATTORNEY SOVIERO WOULD <br />PRESENT THIS ITEM IN ORDER TO BRING THE BOARD UP TO DATE ON THE <br />MATTER. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK TO ADD THIS <br />EMERGENCY ITEM TO THE AGENDA, WITH THE STIPULATION THAT NO VOTE WILL <br />BE TAKEN. <br />THE MOTION DIED FOR LACK OF A SECOND. <br />COMMISSIONER FLETCHER STATED THAT, PRIMARILY, HIS CONCERN <br />WITH ADDING ITEMS TO THE AGENDA IS THAT IT DOES NOT ALLOW THE BOARD <br />TIME TO FULLY EVALUATE BOTH SIDES OF THE QUESTION. HE CONTINUED THAT <br />HE WOULD HESITATE TO ADD ANY ITEM UNLESS HE WAS FULLY INFORMED; BUT <br />HE WOULD FAVOR ADDING ANY ITEM THAT WOULD EDUCATE AND INFORM THE BOARD, <br />CHAIRMAN LYONS INTERJECTED THAT THERE SHOULD BE AN UNDER- <br />STANDING OF HOW EVERYBODY WANTS TO WORK TOGETHER, <br />COMMISSIONER WODTKE POINTED OUT THAT THERE ARE REAL TRUE <br />EMERGENCIES THAT DO COME UP, AND THE STATUTES ALLOW THE BOARD TO <br />HAVE EMERGENCY ITEMS; AND IT WOULD BE TO THE BOARD'S ADVANTAGE TO <br />ADD THEM TO THE AGENDA, OTHERWISE A SPECIAL MEETING WOULD HAVE TO <br />BE CALLED. <br />COMMISSIONER FLETCHER COMMENTED THAT IF THE WORD "EMERGENCY" <br />IS USED FOR ADDING THE ITEM, THEN HE WOULD BE IN AGREEMENT. <br />CHAIRMAN LYONS SUMMARIZED THE EMERGENCY ITEMS DISCUSSED <br />ITEM NA - PRESENTATION BY ATTORNEY SOVIERO REGARDING FLORIDA LAND <br />COMPANY FOR INFORMATIONAL PURPOSES; AND ITEM #14G - INDIAN RIVER <br />BOULEVARD EXTENSION FOR INFORMATIONAL PURPOSES. <br />N <br />OV <br />9 19 90 5 Boat 45 FAGIE 250 <br />
