Mox 45 PAGE X11 <br />ADMINISTRATOR NELSON DISCUSSED HIS FOLLOWING MEMO TO THE <br />November 12, 1980 <br />MEMORANDUM <br />TO: Board of County Commissioners <br />FROM: County Administrator <br />SUBJECT: Illegal Driving on Beaches <br />Mr. Ross Witham's letter to the Board of September <br />22, 1980 concerning illegal driving on the beaches was forwarded <br />to the Sheriff's Department for their review and comment. <br />Captain Stroud's answer is enclosed. <br />Ordinance 74-10 relates to dune protection and is adequate. <br />We have alerted our Parks Department and Litter Officer to the <br />problem of illegal driving and should receive some support from <br />them. With the concentrated efforts of the Sheriff's Department <br />and the Parks Department, enforcement action should increase. <br />It is recommended that a letter be sent to Mr. Witham <br />informing him of our actions in this regard. <br />Neil A. Nelson, County Administrator <br />CHAIRMAN LYONS INSTRUCTED THAT THE ADMINISTRATOR PREPARE <br />A LETTER AS RECOMMENDED. <br />ATTORNEY COLLINS WISHED THE BOARD TO BE AWARE THAT INDIAN <br />RIVER COUNTY ACTUALLY HAS A POLICY RIGHT NOW WHICH PERMITS MOTOR <br />VEHICLES ON THE BEACH, BUT LIMITED TO CERTAIN AREAS. THE AUTHORITY <br />FOR THAT IS OTHER THAN WHAT WAS SENT OUT IN THE INFORMATION PACKET. <br />HE NOTED THAT HISTORICALLY, THERE HAS NOT BEEN THAT MUCH PRESSURE; S0, <br />PERMISSION WAS GRANTED IN CERTAIN AREAS, AND IT IS WITHIN THE BOARD'S <br />DISCRETION TO REVIEW AND CHANGE THIS SITUATION IF DESIRED. HE <br />BELIEVED THE AREAS WHERE RIDING ON THE BEACH IS ALLOWED ARE NORTH OF <br />WABASSO BEACH AND POSSIBLY SOUTH OF ROUND ISLAND PARK JUST NORTH OF <br />THE SOUTH COUNTY LINE. <br />
