PLANNING DIRECTOR REVER INFORMED THE BOARD THAT HE HAS A <br />WHOLE PROGRAM WHICH HE WOULD LIKE TO AIR. HE NOTED THERE ARE DEFINI- <br />TIONS SET IN THE PRESENT PLAN WHICH CALL MEDIUM DENSITY ANYTHING OVER <br />FOUR UNITS UP TO AND INCLUDING 12, WHICH IS QUITE A LATITUDE'. MR. <br />REVER FELT THAT THE NEW LAND USE PLAN WILL PROPOSE A CAP OF SIX <br />UNITS PER ACRE FOR ANYTHING NORTH OF THE INDIAN RIVER SHORES TOWN <br />LINE TO THE COUNTY BOUNDARY. HE CONTINUED THAT IT WAS PROPOSED BY <br />THE FORMER BOARD THAT THE PLANNING DEPARTMENT COME UP WITH AN INTERIM <br />PLAN THAT WOULD ACCOMMODATE MULTI -FAMILY DWELLINGS AT SIX UNITS PER <br />ACRE, AND DEVELOPERS HAVE INDICATED THEY COULD LIVE WITH THIS. MR. <br />REVER AGREED THAT SUCH MULTI -FAMILY ZONING WOULD MAKE FOR BETTER <br />DEVELOPMENT THAN SINGLE FAMILY AND COMMENTED THAT INDIAN RIVER SHORES <br />HAS AGREED WITH THIS. HE REPORTED THAT THEY DO HAVE A RECOMMENDATION <br />ON A MULTI -FAMILY 6 UNIT PER ACRE ZONE WHICH WOULD BE CONSISTENT <br />WITH THE PROJECTIONS FOR THE AREA AND WOULD CREATE A NEW ZONE SO <br />THAT THE BOARD WOULD HAVE THE OPPORTUNITY TO ANALYZE EACH PARTICULAR <br />REQUEST. MR. REVER COMMENTED THAT THE MAJORITY OF THE LAND IN THE <br />AREA BEING DISCUSSED IS NOT ZONED HIGH DENSITY, BUT IS IN R-1. HE <br />SUGGESTED THAT POSSIBLY FLORIDA LAND COMPANY, WHICH IS R-2, COULD <br />BE REZONED DOWN TO THE LEVEL OF THE PROPOSED NEW ZONING AND THE RE- <br />MAINDER OF THE PROPERTY IN THE AREA LEFT ALONE UNTIL REQUESTS COME <br />IN TO REZONE, <br />COMMISSIONER SCURLOCK ASKED HIS OPINION ON THE BINDING <br />LETTER, AND MR. REVER STATED THAT IT WOULD BE VERY USEFUL TO HIS <br />STAFF AND TO THE COUNTY. <br />COMMISSIONER SCURLOCK ASKED IF MR. REVER IS SUGGESTING <br />ENACTMENT OF A NEW 6 UNIT MULTI -FAMILY DISTRICT AND ALSO A BINDING <br />LETTER ORDINANCE. <br />MR. REVER STATED THOSE BASICALLY ARE THE TWO HE WOULD <br />SEEK TO HAVE DONE, HE NOTED THAT THE ZONING THEY ARE DEVELOPING <br />ALONG WITH THE PROPOSED MASTER PLAN WOULD SUPPORT THAT KIND OF <br />DEVELOPMENT, AND THERE WOULD BE NO NEED TO REZONE THE AREA AGAIN. <br />COMMISSIONER SCURLOCK ASKED IF MR.
