COMMISSIONER WODTKE CONTINUED THAT HE <br />WISHED THINGS WERE MOVING FASTER, BUT IN REGARD TO REZONING BEFORE <br />OUR MASTER PLAN IS FINISHED, HE HAD NEVER HEARD OF TEMPORARY REZONING. <br />HE FELT OUR POSITION WILL BE STRONGER AFTER THE BARRIER ISLAND STUDY <br />AND THAT WHAT IS OCCURRING WITH THE COMPREHENSIVE PLAN BETWEEN NOW <br />AND .JULY WILL ADDRESS A LOT OF THESE THINGS. HE REITERATED THAT HE <br />WOULD LIKE TO NEGOTIATE WITH THOSE WHO ARE PRESENTLY ZONED FOR 15 <br />UNITS PER ACRE, BUT FELT TO JUST GO IN AND REZONE TO 4 UNITS PER ACRE <br />ANY UNOCCUPIED PROPERTY WOULD PUT US IN COURT FOREVER. <br />COMMISSIONER FLETCHER BELIEVED WE ARE WISHFULLY THINKING <br />THAT STUDIES AND PROFESSIONALS WILL SET A GOAL FOR US, AND IF WE <br />WANT TO MAINTAIN THE QUALITY OF LIFE IN THIS COUNTY, IT IS TIME WE <br />FOUND ENOUGH COURAGE TO GO AHEAD WITHOUT SOME TRADITIONAL PRECEDENCE, <br />HE WAS OF THE OPINION THAT THE PLANNING STAFF IS PUTTING TOO MUCH <br />EMPHASIS ON THE ECONOMIC IMPACT ON DEVELOPERS AND NOT ENOUGH ON THE <br />ECOLOGICAL IMPACT, AND HE BELIEVED THAT WHEN DEVELOPERS SEE THAT <br />INDIAN RIVER COUNTY HAS FIRMED UP THE NUMBER OF FOLKS IT HAS DE- <br />TERMINED THIS LAND CAN HOLD AND LIVE IN HARMONY, THE DEVELOPERS WILL <br />BE JUST AS PLEASED. COMMISSIONER FLETCHER DID NOT FEEL WE ARE GOING <br />TO ACCOMPLISH THIS UNLESS WE DO AGREE TO SET THAT NUMBER OF FOLKS <br />AND THEN SIT HERE AND DEFINE IT. <br />COMMISSIONER SCURLOCK NOTED THAT YOU CANT JUST PICK A <br />NUMBER OF FOLKS; THAT HAS BEEN HELD UNCONSTITUTIONAL; AND COMMIS- <br />SIONER WODTKE POINTED OUT THAT IS WHAT WE ARE IN THE PROCESS OF <br />DOING IN DEVELOPING OUR COMPREHENSIVE PLAN. <br />COMMISSIONER LYONS AGREED WITH MR. FLETCHER°S THINKING <br />AND REITERATED THAT HE BELIEVED OUR POSITION IS PERFECTLY DEFENSIBLE <br />IF WE REZONE THIS PROPERTY IN ACCORDANCE WITH OUR EXISTING MASTER <br />PLAN; HE FELT THE ATTORNEY WOULD BACK HIM UP ON THIS, <br />ATTORNEY COLLINS STATED THAT HE DID CONCUR WITH THAT. <br />'�$ BOOK 5.
