DEC 17 1980 45 PAGE 514 <br />EXHIBIT "A" <br />INDIAN RIVER COUNTY BARRIER ISLAIND STUDY <br />, <br />SCOPE OF SERVICES <br />Purpose <br />The intent of the study is to examine certain key constraints to future develop- <br />ment of the barrier island in Indian River County and propose various parameters <br />for future development that should be utilized by the County both in the prepara- <br />tion or refinement of the Comprehensive Plan and for evaluation of whether or not <br />specific development proposals are endorsed or rejected_ In the preparation of <br />the study, four key constraints will be evaluated; transportation, public safety <br />(emergency evacuation), water and sewer facilities, and natural resource- systems. <br />The first three key constraints will be analyzed to determine the abilities of <br />the facilities and systems to accommodate future development on the barrier <br />island, while the fourth constraint will be examined to assist the County in <br />the distribution of:such future development. All analysis and resulting recom- <br />mendations will be limited to either existing conditionsjfacil'ities, or facilities <br />that are currently committed to through a specific policy position of a public <br />agency (i.e., 201 Plan). Also, in that the Comprehensive Plans for both Vero <br />Beach and Indian River Shores have been completed, the future commitment to <br />additional development in each of the plans will be viewed as a given in preparing <br />the study. <br />Study Program <br />The process that will be followed in preparing the barrier island study will <br />include the follo,,iing basic tusks: <br />Task 1: Inventory and Analysis of Existing and Committed Development. <br />The study will inventory the existing development pattern on <br />the island as well as that additional devel opr, ent which has <br />receivad approval from tine COunlly through either subdivision <br />platting or <br />site <br />plan <br />revie'-.r. <br />This existing <br />and committed <br />devel op-mient <br />will <br />there <br />b;� analyzed <br />as to the <br />present demand <br />and impact on the key constrziilts. <br />Task: 2: Inv;'ntory aild_p�ilialysi_i ti_?
