COUNTY WAS A PRIME GROWTH AREA IN THE COUNTY AND THE PEOPLE THERE <br />HAVE TO HAVE GOOD DRINKING WATER, <br />COMMISSIONER FLETCHER FELT THERE WERE ALTERNATIVES - HE <br />ESTIMATED THAT EACH RESIDENT IN THE SOUTH COUNTY TAXING DISTRICT <br />WOULD BE PAYING IN EXCESS OF $3.0OO FOR THIS SYSTEM. HE SUGGESTED <br />THAT A UNIT COULD BE PURCHASED BY EACH RESIDENT FOR $45O THAT COULD <br />BE PLACED UNDER THEIR SINK INSTEAD TO TREAT THE WATER. <br />COMMISSIONER BIRD DID NOT THINK THE BOARD WANTED TO ENCOURAGE <br />13,000 PEOPLE TO HAVE ON-SITE WELLS IN THAT AREA, <br />COMMISSIONER SCURLOCK WONDERED IF COMMISSIONER FLETCHER WAS <br />SAYING THAT, IN THE FUTURE, EACH INDIVIDUAL IN THE COUNTY SHOULD HAVE <br />UNITS UNDER THEIR SINKS ON EVERY AVAILABLE PIECE OF PROPERTY. <br />COMMISSIONER FLETCHER STATED THAT THE DEVELOPMENT OF THIS <br />COUNTY SHOULD BE BASED ON INDIVIDUAL CHOICES. <br />COMMISSIONER SCURLOCK POINTED OUT THAT THE BOARD HAS ALREADY <br />ENTERED INTO A COMMITMENT WITH THE CITY WHICH WILL SERVE THE EXISTING <br />CUSTOMERS IN A REASONABLE MANNER. HE ADDED THAT THIS WAS GOOD PLANNING <br />AND GOOD FOR THE ENTIRE COMMUNITY - POTABLE WATER MUST BE PROVIDED FOR <br />OUR CITIZENS, ALSO A WAY TO DISPOSE OF THE WASTE, <br />WILLIAM KOOLAGE, INTERESTED CITIZEN, CAME BEFORE THE BOARD <br />AND STATED THAT THE ESSENTIAL SERVICES THE COUNTY SHOULD PROVIDE WERE <br />SANITATION AND WATER; AND HE EXPRESSED CONCERN ABOUT THE COST, BUT <br />REALIZED THIS WAS A NECESSITY. HE CONTINUED THAT HE CAN FORESEE THE <br />TIME WHEN THE POLLUTION FROM THE SEPTIC TANKS WILL CAUSE WELLS TO BE <br />A THING OF THE PAST. MR. KoOLAGE FELT THAT THE BOARD SHOULD ADDRESS <br />THIS PROBLEM NOW, AND NOT PUT THIS OFF FOR A FUTURE DATE. HE DOES <br />NOT LIKE TO SEE THE GROWTH IN THE COUNTY, BUT THERE IS NO WAY TO <br />STOP IT, AND THIS PROBLEM MUST BE ADDRESSED NOW. <br />THE CHAIRMAN CALLED FOR THE QUESTION ON THE NEGATIVE MOTION <br />AND IT WAS VOTED ON AND DEFEATED WITH A VOTE OF 1 To 4, WITH COMMIS - <br />SIGNER FLETCHER VOTING IN FAVOR. <br />DISCUSSION FOLLOWED ABOUT CONTINUING WITH SMITH BARNEY, <br />AND WHETHER PROPOSALS FROM OTHER FIRMS WOULD BE ENTERTAINED. <br />DEC 17 1980 <br />19 <br />BOOK 45 PAGE 439 <br />
