IT WAS <br />VOTED ON AND CARRIED UNANIMOUSLY. <br />PRELIMINARY PLAT APPROVAL - COLONIAL HEIGHTS SSD <br />ADMINISTRATOR NELSON PASSED OUT PLATS OF COLONIAL HEIGHTS <br />SUBDIVISION TO THE BOARD AND REPORTED THAT THIS HAS BEEN REVIEWED <br />BY THE TECHNICAL REVIEW COMMITTEE AND FOUND ACCEPTABLE. HE NOTED IT <br />WOULD BE DESIRABLE TO GET A COMMITMENT BY THE DEVELOPER TO PLACE LOW <br />MAINTENANCE SHRUBBERY IN THE CUL DE SAC AREAS, ALTHOUGH WE CANNOT <br />FORCE HIM TO DO THIS. <br />CHAIRMAN LYONS ASKED THAT THE RECORD SHOW THAT MR. ZORC, <br />DEVELOPER OF COLONIAL HEIGHTS SUBDIVISION, HAS COMMITTED HIMSELF TO <br />THE LOW MAINTENANCE SHRUBBERY AS SUGGESTED. <br />MOTION WAS MADE BY COMMISSIONER SCURLOCK, SECONDED BY <br />COMMISSIONER WODTKE, TO GRANT TENTATIVE APPROVAL OF COLONIAL HEIGHTS <br />SUBDIVISION WITH THE STIPULATION REGARDING THE LOW MAINTENANCE <br />SHRUBBERY IN THE CUL DE SAC AREAS. <br />COMMISSIONER FLETCHER ASKED SEVERAL QUESTIONS REGARDING <br />THE PEOPLE WHO WERE INVOLVED IN THE ACTUAL REVIEW OF THESE PLATS, <br />THE EVENTUAL ACCEPTANCE OF THESE ROADS FOR MAINTENANCE BY THE COUNTY, <br />AND THE STEPS THE OWNER NEXT TAKES AFTER THE PLAT IS APPROVED, <br />DISCUSSION ENSUED ABOUT THE 15' RIGHT-OF-WAY ON THE WEST <br />SIDE OF THE SUBDIVISION AND WHETHER IT IS A HALF ROAD SITUATION. <br />PLANNING DIRECTOR REVER EXPLAINED THAT THERE WAS A TREMENDOUS AMOUNT <br />OF CONTROVERSY OVER ADEQUATE BUFFERING BETWEEN COLONIAL HEIGHTS AND <br />COLONIAL TERRACE AND INTERCONNECTION OF ROADS; THE STAFF FELT THE <br />15' RIGHT-OF-WAY NEVER WOULD BE USED AND DID NOT GET INTO THE QUESTION <br />OF ADDING ADDITIONAL RIGHT-OF-WAY AND GETTING INTO A CONTROVERSY ABOUT <br />A PUBLIC ROAD 'BORDERING ON TWO SUBDIVISIONS. IT WAS NOTED THAT <br />ACCESS FROM 8TH STREET, WHICH THEY FELT WAS ESSENTIAL, FLOWS FROM <br />OLD DIXIE HIGHWAY. <br />COMMISSIONER BIRD BELIEVED THAT THE PLANNING & ZONING COM- <br />MISSION HAD CONTEMPLATED MORE BUFFERING THAN JUST THE 15' BETWEEN THE <br />li� <br />so <br />_I <br />
