pp - <br />DEC 17190 pox 45 PAo. <br />E492 <br />PLANNING DIRECTOR REVER COMMENTED THAT IF THEY ACTUALLY DO <br />APPLY TO LOWER THE DENSITY TO S UNITS PER ACRE, ALTHOUGH IT IS NOT <br />THE DENSITY WE ARE WORKING TOWARDS ON THE PROPOSED COMPREHENSIVE PLAN, <br />IT IS MUCH MORE FAVORABLE THAN THE PRESENT DENSITY, AND IF THE <br />APPLICANT WANTED TO PROCEED ON THAT BASIS IN CONJUNCTION WITH SUPPLY- <br />ING ADDITIONAL LOCAL IMPACT INFORMATION RE TRAFFIC, DRAINAGE, ETC., <br />HE WAS WILLING TO GO AHEAD AND START THE PROCESS FOR HIS STAFF TO <br />COMPLETE THEIR TASK OF REVIEWING AND MAKING A RECOMMENDATION TO THE <br />COMMISSIONER SCURLOCK NOTED THAT WITH THE CONCEPT WE ARE <br />DEVELOPING AND THE BARRIER ISLAND STUDY TO HELP US MAKE A REASONABLE <br />DECISION ABOUT CAPACITY, OBVIOUSLY THERE IS A TOTAL NUMBER WE ARE <br />GOING TO END UP WITH. HE BELIEVED IF WE ALLOW S UNITS PER ACRE, THAT <br />LIMITS THE AVAILABILITY OF THE REST OF THE LAND TO BE DEVELOPED, AND <br />HE ASKED WHY MR. REVER DIDN'T REQUEST THE DEVELOPER TO ADHERE TO <br />6 UNITS PER ACRE, <br />PLANNING DIRECTOR REVER STATED THAT HE WAS NOT INVOLVED IN <br />THE NEGOTIATIONS, BUT HE BELIEVED THAT DOWN THE ROAD, FUTURE DEVELOP- <br />MENT PLANS MAY REFLECT A LOWER DENSITY IN ANY EVENT. HE STATED THAT <br />IT WAS HIS UNDERSTANDING THAT ONCE WE ADOPT THE MASTER PLAN, STATE <br />LAW REQUIRED THAT THE COUNTY, IN THE MOST EXPEDITIOUS MANNER POSSIBLE, <br />ADOPT METHODS THAT WOULD IMPLEMENT THE PLAN, AND HE FELT THIS OBLIGATES <br />US TO IMPLEMENT THE PLAN IN CONFORMITY. HE REITERATED THAT WHAT THEY <br />HAVE ACCOMPLISHED IS A GREAT STRIDE FORWARD, AND HE WAS WILLING TO <br />WORK WITH THAT IF THE BOARD DESIRES. HE NOTED THAT THIS WOULD ONLY <br />INVOLVE THE SITE PLAN FOR 11 UNITS AT THIS TIME. <br />COMMISSIONER WODTKE DID NOT SEE HOW WE CAN EXPECT A DEVELOPER <br />TO SAY THAT 6 UNITS PER ACRE WILL BE FINE WHEN WE DON'T KNOW AT THIS <br />POINT WHAT WE -ARE GOING TO END UP WITH ON OUR PLAN. HE CONTINUED THAT <br />WHEN WE SAY S, WE HAVE TO REMEMBER THAT IS A CAP OF 8 AND WITH THE <br />ROADS, SETBACKS, ETC., IT ACTUALLY WORKS OUT TO LESS, HE WENT ON TO <br />DISCUSS THE NEED FOR FLEXIBILITY IN THE ZONING AND FELT THAT IN ORDER <br />I" <br />
