TO PROTECT THEMSELVES AND HAVE THE FLEXIBILITY THEY WILL NEED, THE <br />DEVELOPER WILL HAVE TO GO TO A DENSITY OF S TO HAVE A FEASIBLE PROJECT <br />IN THE WAY THEY WANT TO HAVE IT. <br />ATTORNEY HENDERSON AGREED THAT IT IS A MATTER OF BEING <br />ALLOWED TO GO TO THE DENSITY OF S TO ACCOMPLISH AN OVERALL DEVELOPMENT <br />AT LESS THAN THAT. HE NOTED THAT JOHN'S ISLAND WHICH IS DEVELOPED AT <br />AN OVERALL DENSITY OF 3 TO 4, HAS A DENSITY IN PARTS OF 12 TO 15. <br />COMMISSIONER SCURLOCK ASKED IF THEY WOULD BE WILLING TO <br />COMMIT TO AN OVERALL DENSITY OF 6, AND ATTORNEY HENDERSON NOTED THAT <br />THE COUNTY DOES NOT HAVE THE ORDINANCE SET UP TO ACCOMPLISH THAT. <br />PLANNING DIRECTOR REVER FELT THE ZONING ORDINANCE AS NOW <br />CONSTITUTED WILL ACCOMPLISH JUST THAT. HE BELIEVED THAT SUBDIVISIONS <br />ARE BEING CONFUSED WITH SITE PLANNING. MR. REVER NOTED THAT THE <br />PLANNING DEPARTMENT COULD WORK WITH THEM ON THE OVERALL DENSITY ON <br />MULTI -FAMILY UNITS, WHICH HAVE MUCH GREATER FLEXIBILITY BECAUSE YOU <br />HAVE JUST ONE LOT LINE WHICH IS THE BOUNDARY OF THE PROPERTY. WHEN <br />YOU HAVE TO WORK WITH LOT LINES IN SUBDIVISIONS, YOU ARE RESTRICTED. <br />IT WAS MR. REVERS CONTENTION THAT THE DESIRED DEVELOPMENT COULD BE <br />ACCOMPLISHED AT A DENSITY OF 6. <br />ATTORNEY HENDERSON STATED THAT HE WAS CONFUSED - HE NOTED <br />THEY ARE CONTEMPLATING A SERIES OF SITE PLANS, AND IF THEY HAVE A <br />SITUATION WHERE AREAS OF THE PROJECT NOT YET REVIEWED BY SITE PLAN <br />WERE NOT GOING TO BE DEVELOPED BECAUSE OF THE ENVIRONMENTAL PROBLEMS, <br />WOULD THAT MEAN THEY COULD GO TO A DENSITY OF PERHAPS 10 IN ORDER TO <br />MAKE UP FOR NOT USING THAT AREA? <br />PLANNING DIRECTOR REVER STATED THAT WAS WHY HE ASKED FOR <br />THE CONCEPTUAL PLAN BECAUSE ALTHOUGH IT IS NOT THE SAME AS A FORMALLY <br />APPROVED PLAN, IT DOES ESTABLISH THE OVERALL CONCEPT AND DOES ALLOW <br />YOU TO THEN COME BACK AND REFLECT AGAINST THAT. HE STATED THAT IS <br />HOW HE HAS BEEN HANDLING OTHER SITUATIONS TO GIVE THE FLEXIBILITY. <br />ATTORNEY HENDERSON FELT THAT THIS ACTUALLY IS AN INFORMAL <br />PUD CONCEPT. <br />DEC 171980 73 BOOK <br />45 FACE 493 <br />
