DEC 311980 <br />8001- <br />MR. <br />001 01 E <br />MR. CROSBY STATED THAT THEY ARE NOT ASKING FOR RENT CONTROL, <br />BUT WANT TO BE ABLE TO ENJOY THE FACILITIES OFFERED TO THEM WHEN THEY <br />PURCHASED AND TO HAVE THE PARKS MAINTAINED SO THEY CAN BE PROUD OF <br />THEM. - <br />CHAIRMAN LYONS INFORMED MR. CROSBY THAT HE APPRECIATED THEIR <br />PROBLEMS AND DID WANT TO HELP, BUT HE DID NOT WANT TO BE IN THE <br />POSITION OF PASSING A MEANINGLESS ORDINANCE WHICH MERELY WOULD PROVIDE <br />A FORUM TO BRING THEIR PROBLEMS BEFORE THE PUBLIC EYE BECAUSE THIS <br />OPTION IS AVAILABLE TO THEM RIGHT NOW IN COMING BEFORE THE COMMISSION <br />AS THEY HAVE DONE, HE AGAIN NOTED THEY COULD FORM A PROPERTY OWNERS <br />ASSOCIATION AND DISCUSSED THE POSSIBILITY OF SOME LEGAL REDRESS. <br />MR. CROSBY STATED THAT EACH PARK HAS THEIR OWN ASSOCIATION, <br />BUT WHEN THEY TAKE THEIR PROBLEMS TO THE PARK MANAGER, NOTHING IS <br />DONE BECAUSE HE SAYS HE DOESNIT HAVE THE MONEY. HE DID NOT AGREE <br />THE PROPOSED ORDINANCE WOULD BE MEANINGLESS BECAUSE THE BOARD WOULD <br />HAVE MORE INFLUENCE THAN A PARK ASSOCIATION. <br />COMMISSIONER BIRD POINTED OUT THAT EVEN IF THE ORDINANCE <br />WERE ADOPTED TO FORM THIS ADVISORY BOARD AND THE PROBLEMS WERE THEN <br />BROUGHT TO THE ATTENTION OF THE COMMISSION, THE COUNTY HAS NO LEGAL <br />ARM TO INTERCEDE. MR. CROSBY REITERATED THAT PEOPLE WOULD TEND TO <br />LISTEN MORE TO THE BOARD THAN TO A PARK ASSOCIATION. <br />e <br />CHAIRMAN LYONS SUGGESTED APPOINTING AN AD HOC COMMITTEE <br />TO COME BACK WITH SOME PROPOSALS FOR LEGISLATION IN THE PROBLEM AREAS. <br />HE NOTED THAT IF SUCH A GROUP COULD SAY THERE ARE LAWS THAT SHOULD <br />BE PASSED TO HELP THIS GROUP GET A MORE EQUITABLE DEAL, HE WOULD BE <br />IN FAVOR OF THAT, BUT FELT THAT CREATING AN ADVISORY BOARD TO MERELY <br />REPORT PROBLEMS WOULD SIMPLY BE AN EXERCISE IN FRUSTRATION. <br />COMMISSIONER SCURLOCK AGREED THAT UNLESS THERE IS LEGISLATION <br />TO PROVIDE THE RELIEF AND GIVE SOME RECOURSE, WE'HAVE NOTHING TO <br />ENFORCE. HE COMMENTED THAT IN A SENSE THIS GROUP IS ASKING THE COM— <br />MISSION TO BE THEIR ATTORNEY, WHICH IS NOT A PROPER FUNCTION OF THE <br />THE BOARD CONTINUED TO DISCUSS THE PROPOSED ORDINANCE AND <br />REAFFIRMED THAT THEY DID NOT WISH, IN ANY WAY, TO BE INVOLVED IN <br />RENT CONTROL. <br />8 <br />
