COMMISSIONER BIRD SUGGESTING USING THE FORMAT SET OUT IN <br />THE PROPOSED ORDINANCE TO MAKE UP THE ADVISORY BOARD TO SET UP AN <br />AD HOC COMMITTEE TO STUDY OUR PRESENT LEGISLATION AND COME BACK WITH <br />A RECOMMENDATION AS TO HOW TO REVISE OUR CURRENT ORDINANCE AND <br />STRENGTHEN OUR LEGISLATION TO PROTECT THESE PEOPLE. <br />THE-CHA-IRMAN STATED THAT HE WOULD LIKE TO HAVE THAT IN THE <br />FORM OF A MOTION, BUT DAVID CHAFIN, MANAGER OF LAKEWOOD VILLAGE AND <br />A DIRECTOR OF THE INDIAN RIVER CHAPTER OF THE FLORIDA HOUSING ASSOCIA- <br />TION, ASKED TO BE HEARD FIRST. <br />MR. CHAFIN INFORMED THE BOARD THAT THE MOBILE HOME OWNERS <br />ALREADY HAVE LEGAL RECOURSE AVAILABLE TO THEM UNDER CHAPTER 83, <br />PART 3, OF THE FLORIDA STATUTES, OTHERWISE KNOWN AS THE FLORIDA MOBILE <br />HOME LANDLORD TENANT ACT; THEY ALSO HAVE THE RECOURSE OF -PETITIONING <br />THE STATE'S ATTORNEY AND GOING TO COURT. HE COMMENTED THAT IT SEEMS <br />THAT MR. CROSBY IS ASKING THE COMMISSION TO BE A BLUDGEON OF SORTS <br />FOR THE MOBILE HOME OWNERS IN THE COUNTY, AND THIS IS NOT NECESSARY <br />BECAUSE THEY HAVE THE RECOURSE AT THEIR DISPOSAL TO SOLVE THEIR <br />PROBLEMS, AS A MOBILE HOME OPERATOR, HE WISHED TO STATE THEIR OBJECTIONS <br />TO THE ESTABLISHMENT OF A BOARD AS PRESENTED TO THE COMMISSION THIS <br />MORNING, WHICH HE FELT WOULD BE A FORERUNNER TO SOME SORT OF RENT <br />CONTROL. MR. CHAFIN CONTINUED THAT PARK OWNERS ARE NOT OBLIVIOUS TO <br />COMPLAINTS AND STATED THAT IN AN EFFORT TO CONTINUE IN BUSINESS, THEY <br />OBVIOUSLY MUST ATTEMPT TO ESTABLISH GOOD LONG TERM RELATIONSHIPS AND <br />HAVE RESPONSE TO THE NEEDS OF THE OWNERS. HE NOTED THAT A STUDY <br />RECENTLY COMPLETED BY HUD STATED THAT BETWEEN 20 AND 33% OF THE COST <br />OF A NEW MOBILE HOME CAN BE ATTRIBUTED TO THE REQUIREMENTS OF LOCAL <br />GOVERNMENT. HE FELT THE MOBILE HOME INDUSTRY IS SUFFICIENTLY <br />REGULATED NOW AND THAT IN ORDER TO CONTINUE TO PROVIDE QUALITY TYPE <br />OF LIFESTYLE AT A PRICE AFFORDABLE TO THE MIDDLE INCOME WAGE EARNER <br />AND RETIREE, THEY ARE GOING TO HAVE TO REMAIN IN A FREE ENTERPRISE <br />TYPE OF SYSTEM.
