approved developments for which initial or final <br />concurrency determination certificates have been <br />approved and the projected demand anticipated by <br />completion of other vested development projects; and <br />3. the projected demand for the services or facilities <br />created by the anticipated completion of the <br />proposed development under consideration for initial <br />or final concurrency determination. <br />(c) Sanitary Sewer and Potable Water Available Capacity <br />Available capacity for each facility is the resulting <br />balance of supply minus demand not including demand for <br />the application under consideration. <br />(d) Sanitary Sewer and Potable Water Facility Monitoring <br />To effectively implement the concurrency requirement, it <br />is necessary that the evaluating agency maintain an <br />estimate of available capacity for each public facility <br />subject to level -of -service requirements. By maintaining <br />an accurate and current available capacity estimate for <br />each facility, projected demand from concurrency <br />determination applications can be compared to the <br />available capacity for the facility to determine if the <br />project can be approved. The purpose of the monitoring <br />program is to maintain a current estimate of available <br />capacity for each facility. <br />In order to ensure the maintenance of the Level of <br />Service established in the Comprehensive Plan, the <br />following criteria have been established in the <br />Comprehensive Plan: <br />1. Design for additional capacity for regional <br />facilities shall begin when the current operational <br />demand on a facility is at 50% of the plant's <br />designed capacity. <br />2. Construction of additional capacity shall begin when <br />the current operational demand on a facility is at <br />65% of the plant's designed capacity. <br />3. The Utilities Department shall prepare annual <br />summaries of capacity and demand information for <br />each facility within the county service area. <br />4. As part of the concurrency management system, the <br />Utilities Department shall identify existing flows <br />for each water and sewer treatment plant on a <br />quarterly basis. <br />123 <br />
