5. To account for reserved capacity (reserved ERU's) <br />and not impose undue requirements on the facilities <br />which are operating below their design capacity, the <br />following requirement shall be met; when total sold <br />capacity (existing ERU's connected plus reserved <br />ERU's) reaches 100% of the designed capacity of the <br />plant, the county must apply for an expansion permit <br />regardless of the existing operating demand. <br />(2) Solid Waste <br />(a) Solid Waste Available Capacity <br />Due to the fact that there is only one landfill which <br />serves the entire county, monitoring of the available <br />facility capacity for solid waste is less complicated <br />than other components of the concurrency management <br />systems. The entire county has been pre -approved until <br />the year 1993, unless conditions change based on the <br />reports required in Section 910.09(2)(b) 4 and 5 of this <br />regulation. To satisfy the Solid Waste Concurrency <br />Management requirement, the Utilities Department shall <br />issue a statement of no impact before the Community <br />Development Department issues any initial or final <br />concurrency determination certificate. <br />(b) Solid Waste Facility Monitoring <br />With regard to the following expansion criteria <br />established in the Comprehensive Plan, the concurrency <br />management system for solid waste will monitor the <br />capacity of the landfill by ensuring sufficient capacity <br />in the active segment of the landfill. <br />1. Design for additional burial segments of the <br />landfill shall be completed before the active <br />segment of the landfill is at 70% of its capacity. <br />2. Construction of additional burial segments shall <br />begin when the active segment is at 75% of its <br />capacity. <br />3. If the active segment is at 90% of its capacity and <br />the new segment is not ready, additional development <br />shall not be permitted. <br />4. The Solid Waste Disposal District shall prepare <br />annual summaries of demand and capacity information <br />for the active segment of the landfill. <br />124 <br />
