a. facility expansion meets any of the criteria <br />referenced in Section 910.09(1)(a)2. and <br />910.08(9)(a)2.; or <br />b. facility expansion is included in the county's <br />Five -Year Schedule of Capital Improvements; and <br />(i) the facility is within the urban service <br />area; <br />(ii) the facility has an estimated date for <br />construction to begin and be completed; <br />(iii)the facility is scheduled to start <br />construction by the third year of the <br />Five -Year Schedule of Capital <br />Improvements; and <br />(iv) a delay in construction of the facility <br />will require a comprehensive plan <br />amendment. <br />(v) the capital improvements element and the <br />Five -Year Schedule of Capital Improvements <br />are financially feasible; <br />(vi) the Five -Year Schedule of Capital <br />Improvements will maintain adopted level <br />of service standards, will serve new <br />development and will eliminate existing <br />deficiencies as prioritized; <br />(vii)a realistic, financially feasible funding <br />system based on currently available <br />revenue sources is used; <br />(viii)development regulations that ensure the <br />issuance of development orders and permits <br />only when facilities and services will be <br />available to accommodate development is <br />adopted; <br />(ix) a monitoring system capable of determining <br />whether the adopted level of service <br />standards are met and the schedule of <br />capital improvements is followed is <br />adopted; and <br />(x) areas where public facilities and services <br />will be provided with public funds are <br />designated. <br />(b) Transportation Demand <br />The demand for each segment shall be determined by adding <br />together: <br />1. the existing peak season, peak hour, peak direction <br />volume for the segment; <br />2. the projected peak season, peak hour, peak direction <br />volume for the segment created by the anticipated <br />completion of other approved developments for which <br />127 <br />
