completion of the proposed development under <br />consideration for initial or final concurrency <br />determination. This shall be calculated by applying <br />the proposed development's projected population <br />(determined by multiplying a person per household <br />factor of 2.2 for multi -family or mobile home units <br />and 2.4 for single-family units to the number of <br />units proposed for the project) to the level of <br />service standards established for each park type. <br />(c) Recreation Available Facility <br />Available capacity for each park type in the applicable <br />park district is the resulting balance of supply minus <br />demand for each park type not including demand for the <br />application under consideration. <br />(d) Recreation Monitoring <br />To effectively implement the concurrency requirement, it <br />is necessary to maintain an estimate of available <br />capacity for each park type in each park district subject <br />to level of service standard requirements. By <br />maintaining an accurate and current available capacity <br />estimate for each facility, projected demand from <br />concurrency determination applications can be compared <br />to the available capacity for each park in the applicable <br />park district to determine if the project can be <br />approved. The purpose of the monitoring program is to <br />maintain a current estimate of available capacity for <br />each park type in each park district. <br />(4) Transportation <br />(a) Transportation Supply (Capacity) <br />Transportation supply must be determined on a segment by <br />segment basis. For concurrency purposes, all segments <br />on the county's thoroughfare plan must be considered. <br />Capacity for segments will be based either on FDOT's <br />generalized capacity tables or individual segment <br />capacity studies approved by the Public Works Director <br />pursuant to the criteria specified in chapter 952, <br />traffic. Transportation supply for each segment is: <br />1. the segment's existing peak hour, peak season, peak <br />direction capacity, or <br />2. the segment's new roadway capacity if facility <br />expansion for the segment is proposed and if: <br />126 <br />
