construction start date during the fiscal year <br />in effect at the time the application for the <br />concurrency determination is being evaluated. <br />(b) Drainage Facility Demand <br />The drainage facility demand for a basin or sub -basin is <br />the volume of stormwater discharged from all sites in the <br />basin or sub -basin during the design storm event. The <br />drainage demand will be considered in the analysis of <br />each basin or sub -basin and reflected in the basin or <br />sub -basin's maximum discharge rate. <br />For concurrency purposes, a project's demand will be the <br />proposed discharge rate of stormwater leaving the site <br />during the design storm event. <br />(c) Drainage Facility Available Capacity <br />Available capacity for each basin or sub -basin is the <br />maximum discharge rate per acre adopted by the <br />appropriate adopting authority having jurisdiction over <br />the basins or sub -basins for the respective basins or <br />sub -basins. For those basins or sub -basins where no <br />maximum discharge rate has been established, available <br />capacity will be equal to the pre-existing discharge rate <br />for the design storm. In these cases, a positive <br />concurrency determination may be issued where a project <br />proposes no off-site stormwater discharge during the <br />design storm event or where the project proposes a <br />discharge rate equal to or less than the pre-existing <br />discharge rate and a. discharge of no more than the <br />existing volume of stormwater runoff for the design storm <br />event. <br />(d) Drainage Facility Monitoring <br />The purpose of the monitoring program is to maintain a <br />current estimate of available capacity for each drainage <br />basin and sub -basin. The Public Works Department will <br />collect facility capacity information for each drainage <br />basin and sub -basin. This information, as a minimum, <br />must include the design capacity of the primary and <br />secondary drainage canals, common retention/detention <br />volume in acre-feet, and adopted maximum discharge rate <br />for each basin. The Public Works Department will review <br />each project to ensure that offsite discharge does not <br />exceed the maximum discharge rate adopted for each basin. <br />If the maximum discharge rate is not adopted, the post <br />development runoff shall not exceed pre -development <br />runoff. <br />131 <br />
