In order to ensure the maintenance of the Level -of - <br />Service established in the Comprehensive Plan, the <br />following criteria have been established: <br />1. Design for additional capacity for primary existing <br />county maintained facilities shall begin when the <br />current operational demand on the facility is at <br />75% of its original designed capacity, or no <br />discharge to the facility beyond the predevelopment <br />discharge rate from the proposed development can be <br />permitted, based upon the design storm. If it is <br />not permissible or feasible to enlarge primary <br />outfall capacity, a controlled discharge rate will <br />be applied so that the discharge capacity of each <br />outfall is not exceeded. <br />2. Construction of additional capacity shall begin when <br />the current operational demand on a facility is at <br />80% of its design capacity, where applicable. <br />3. The Public Works Department shall prepare annual <br />summaries of capacity and demand information for <br />each county facility within the county service area. <br />For Drainage District facilities, the discharge <br />rates adopted by each Drainage District shall be <br />used. <br />4. As part of the concurrency management system, the <br />Public Works Department shall identify the available <br />capacity of drainage facilities on a yearly basis. <br />(6) Data Requirements <br />(a) Applicant Submissions <br />1. All applications for conceptual or initial <br />concurrency determination shall be submitted on a <br />form provided by the Community Development <br />Department and shall include sufficient information <br />for the staff to determine whether the impact of <br />such development is consistent with these <br />concurrency evaluation criteria. Such information <br />shall include, but not be limited to: <br />a. identification of the total number and type of <br />dwelling units for residential development <br />applications; <br />b. identification of type and intensity of <br />nonresidential use, where appropriate, at a <br />level of detail consistent with the type of <br />development application; <br />c. location of the proposed development and <br />identification of facilities impacted by <br />development pursuant to the provisions of <br />Section 910.11 of these Regulations; <br />132 <br />
