Section 910.10 <br />provide support to appropriate county departments <br />engaged in concurrency determination and permit <br />review and monitoring, and in the planning and/or <br />provision of public facilities. <br />Level of Service Standards Established in the <br />Comprehensive Plan <br />In this section the various level of service standards established <br />in the comprehensive plan are identified. <br />(1) Drainage: <br />(a) The county hereby adopts the following level -of -service <br />standard for all new drainage systems within the <br />unincorporated county: New development requiring major <br />site plan approval or subdivision platting shall <br />construct a complete drainage system to mitigate the <br />impacts of a 25 year/24 hour design rainfall event using <br />the Soil Conservation Service type 2 modified rainfall <br />curves. Post development runoff shall not exceed pre - <br />development runoff unless a maximum discharge rate has <br />been adopted for the applicable drainage basin and the <br />discharge does not exceed that rate. If a maximum <br />discharge rate has not been adopted for the applicable <br />basin, post development discharge may not exceed pre - <br />development discharge. <br />(b) All new roads constructed in Indian River County after <br />September, 1990, shall meet the following design <br />criteria: <br />Local Road Protection Level of Service <br />3 year storm/24 hour duration - no flood <br />encroachment outside existing easement and <br />right-of-way limits; <br />10 year storm/24 hour duration - limited encroachment of <br />stormwater in front and rear yards; <br />25 year storm/24 hour duration - greater encroachment of <br />stormwater in front and rear yards with <br />no minor street flooding (2" maximum); <br />100 year storm/3 day duration - some street flooding, but <br />no flooding of existing or proposed <br />residences. <br />(c) By 2010, all existing roadways in the county shall be <br />improved to meet the following level -of -service standard: <br />134 <br />
