1. Minimum road crown elevation for existing roads <br />shall be raised during resurfacing/rebuilding to the <br />flood elevation resulting from the 2 year/24 hour <br />storm event on local streets. <br />2. The center two lanes of rebuilt roads must be at or <br />above flood levels resulting from a 10 year/24 hour <br />storm event on Arterial and Collector roads. <br />(d) All drainage basins will meet the following level of <br />service standards: <br />By 1995 2-Year/24 Hour Storm Event <br />By 2000 5-Year/24 Hour Storm Event <br />By 2010 10-Year/24 Hour Storm Event <br />(e) The county hereby adopts the following water quality <br />level -of -service standard; as a minimum, retention of the <br />first 1" of rainfall is required prior to offsite <br />discharge. An additional 50% treatment is required for <br />all direct discharge into the Indian River Lagoon due to <br />its designation as an outstanding Florida water, as <br />required by Ch. 17-25.025 (9), F.A.C. <br />(f) <br />All new buildings shall have the lowest habitable <br />floor elevation no lower than the elevation of the <br />100 -year flood elevation as shown on the Federal <br />Emergency Management Agency (FEMA) or as defined in <br />a more detailed study report. <br />(2) Potable Water: <br />The level of service standards for the county's potable water <br />facilities of 250 gallons per day (GPD) per equivalent <br />residential unit (ERU), based on county Ordinance No. 84-18, <br />are hereby adopted and shall be utilized for determining the <br />availability of facility capacity and the demand generated by <br />a development. Wellfield capacity, storage capacity and <br />delivery pressure shall be based on the following: <br />- Wellfield capacity shall be the average daily use plus <br />the largest well being out of service <br />Storage tank capacity shall be at least 1/2 of the <br />average daily consumption volume <br />- High service pump capacity shall at least be equal to the <br />maximum daily demand <br />- Pressures of the high service pumps for the county plants <br />shall be a minimum of 40 PSI delivery pressures <br />- At fire flow conditions the system shall be able to <br />provide delivery pressures of 20 PSI <br />135 <br />
