3) The natural topographic elevation is equal to <br />or greater than 25 feet mean sea level (MSL). <br />Authorized Person - A person other than a public officer or county <br />employee who is authorized by the board of county commissioners of <br />Indian River County, Florida, to incur travel expenses in the <br />performance of official county duties. <br />Automobile Wrecking Yard - (Also see Junkyard) A site utilized for <br />the dismantling or wrecking of used motor vehicles or trailers, or <br />the storage, sale, or dumping of dismantled or wrecked vehicles or <br />their parts. The presence on any lot or parcel of land of two or <br />more motor vehicles which, for a period exceeding 30 days, have <br />not been capable of operating under their own power and from which <br />parts have been or are to be removed for reuse or sale shall <br />constitute prima-facie evidence of an automobile wrecking yard. <br />Average Annual Daily Traffic Volume - Seasonally adjusted average <br />number of vehicles that pass a point on a roadway segment on a <br />daily basis. <br />Background Traffic - Existing and projected traffic, including the <br />traffic from each prior vested and current vested project that is <br />assigned to segments on the Concurrency Determination Network. <br />Backlogged Segment - A roadway segment on the Concurrency <br />Determination Network where the existing level of service is below <br />the adopted level of service standard as specified in Chapter 952, <br />Traffic Impact Study, Level of Service Standards. <br />Banktop - The point where the upward slope of the land from the <br />water surface, or the bottom of a dry excavation intersects with <br />the existing ground elevation or crest of berm, whichever is of <br />higher elevation. <br />Banner - Any sign having characters, letters, illustrations, or <br />ornamentations applied to cloth, paper, balloons, or fabric of any <br />kind with only such material for foundation. The word "banner" <br />shall also include pennant or any animated device, with or without <br />lettering for design, and manufactured and placed for the purpose <br />of attracting attention. <br />Bar - Any place selling and dispensing alcoholic beverages for <br />consumption on the premises. Also see Tavern. <br />Base Facilities Charge - The charge imposed by the county for each <br />equivalent residential unit which is not related to actual usage <br />of either water or sewer service but represents a portion of the <br />cost to the county of having the system available to serve that <br />equivalent residential unit. <br />Base Flood - The flood having a one (1) percent chance of being <br />equalled or exceeded in any given year. <br />Basement - A story partly underground and having at least one-half <br />of its height above the average adjoining grade.
