cellar shall be counted as a story if the vertical distance from <br />the average adjoining grade to the ceiling is over five feet. <br />Basic Grid System - A series of designated parallel lines one mile <br />apart, intersecting a second set of designated parallel lines one <br />mile apart forming approximately one square mile areas (also known <br />as sections). <br />Beach - That area of unconsolidated material that extends landward <br />from the seasonal mean low water line of a waterbody to the place <br />where there is a marked change in material or physiographic form, <br />or to the line of permanent vegetation (usually the effective limit <br />of storm waves). <br />Beach Club - A membership establishment, not available for use by <br />the general public, providing for recreational and social <br />activities related to an in close proximity to the beach. <br />Bed and Breakfast Inn - An owner -occupied dwelling unit that <br />contains no more than three guest rooms where lodging, with or <br />without meals, is provided for compensation. <br />Bedroom - Any room used principally for sleeping purposes, an all- <br />purpose room, a study, or a den, provided that no room having less <br />than 100 square feet of floor area shall be considered a bedroom. <br />Best Management Practices (BMP) - A practice, or combination of <br />practices, that is determined by a State (or designated areawide <br />planning agency) after problem assessment, examination of <br />alternative practices, and appropriate public participation to be <br />the most effective, practicable (including technological, economic, <br />and institutional considerations) means of preventing or reducing <br />the amount of pollution generated by nonpoint sources to a level <br />compatible with environmental quality goals. <br />Bicycle - Every vehicle propelled solely by human power upon which <br />any person may ride, having two tandem wheels, and including any <br />vehicle generally recognized as a bicycle though equipped with two <br />front or two rear wheels, except such vehicles with a set height <br />of no more than 25 inches from the ground when the seat is adjusted <br />to its highest position, and except scooters and similar devices. <br />Bicycle Facilities - A general term denoting improvements and <br />provisions to accommodate or encourage bicycling, including parking <br />facilities, maps, all bikeways, and shared roadways not <br />specifically designated for bicycle use. <br />Bicycle Lane (Bike Lane) - A portion of a roadway which has been <br />designated by striping, signing and/or pavement markings for the <br />preferential or exclusive use of bicyclists. <br />Bicycle Path (Bike Path) - A bikeway physically separated from <br />motorized vehicular traffic by an open space or barrier and either <br />within the highway right-of-way or within an independent right- <br />of-way. <br />14 <br />
