Administrative permit uses are considered <br />appropriate in the zoning district upon meeting <br />specific development criteria, as well as general <br />development standards. Administrative permit uses <br />must be approved by the planning and zoning <br />commission. <br />3. Special exception uses are those uses most closely <br />scrutinized for the appropriateness of the use and <br />the intensity, characteristics, and specific <br />location of the use. Special exception uses must <br />meet specific development criteria, as well as <br />general development standards, and must be <br />considered by the planning and zoning commission <br />and approved by the board of county commissioners <br />at public hearings. <br />The specific development criteria that apply to <br />administrative permit and special exception uses are <br />specified in chapter 971, Regulations for Specific Land <br />Uses. <br />(B) Specific Administrative Permit and Special Exception <br />Uses. The many zoning districts which allow single <br />family development allow various uses by administrative <br />permit and special exception approval, as established in <br />Chapter 911, Zoning. <br />Section 912.06 Property "Buildability"; Determining if a Parcel <br />Can Be Built Upon. <br />No property may be built upon unless it was legally created, in <br />conformance with the subdivision ordinance (chapter 913) and the <br />applicable zoning district lot dimensional standards found in <br />chapter 911, Zoning. <br />(1) Determination of legal parcel creation. A parcel shall be <br />determined to be legally created in compliance with the <br />regulations of this chapter if the parcel meets one or more <br />of the following: <br />(A) the parcel was created under an applicable exemption set <br />forth in section 912.06(2) below; or <br />(B) the parcel is part of an approved subdivision plat <br />recorded in the official plat book sections of the <br />public records; or <br />235 <br />
