recommendation shall be received prior to a <br />determination by the community development director <br />under this provision, Any such architectural review <br />board decision shall be given substantial weight in <br />the county's review process. <br />2. Application and Fee. The applicant shall submit an <br />application and fee for administrative approval. <br />The application shall be provided by the planning <br />division, and the fee shall be established by <br />resolution of the board of county commissioners. <br />3. Appeals of Decision. If an applicant disagrees <br />with a determination made by the community <br />development director under these provisions, review <br />shall be available to the applicant by way of <br />written appeal to the planning and zoning <br />commission. <br />Section 912.15 Accessory Uses and Structures <br />(1) Specific requirements apply to the following accessory uses <br />as follows: <br />(a.) Guest cottages and servants quarters are allowed in the <br />single family zoning districts as special exception <br />uses, which requires site plan review, public hearings <br />before the planning and zoning commission and the board <br />of county commissioners and final approval by the board <br />of county commissioners. Special criteria are found in <br />chapter 971, Specific Land Use Criteria, which must be <br />satisfied by a site plan/special exception use <br />application prior to approval. <br />(2) Satellite dish antennas. <br />(a) Location Restrictions. No satellite dish shall be <br />located between any building and any front or side <br />property line except on corner lots which do not have a <br />rear yard in which case the dish may be placed in the <br />side yard. <br />(b) Screening from Residential Districts. All dish antennas <br />located within a residential district or which abut a <br />residential district shall provide for opaque screening <br />approved by the community development director in order <br />to shield the antenna from the view of surrounding <br />properties. The screening materials shall be located so <br />as to shield the proposed antenna from view of persons <br />standing at ground level on surrounding properties and <br />rights-of-way. The location and specification of all <br />screening materials shall be approved by the director of <br />community development. <br />261 <br />
