The actual start means either the first placement of <br />permanent construction of a structure on a site, such as the <br />pouring of a slab or footings, the installation of piles, the <br />construction of columns, or any work beyond the stage of <br />excavation; or the placement of a manufactured home on a <br />foundation. Permanent construction does not include land <br />preparation, such as clearing, grading and filling; nor does it <br />include the installation of streets and/or walkways; nor does it <br />include excavation for a basement, footings, piers, or foundations <br />or the erection of temporary forms; nor does it include the <br />installation on the property of accessory buildings, such as <br />garages or sheds not occupied as dwelling units or not part of the <br />main structure. <br />Construction Material Sales - A retail establishment which sells <br />materials used for the construction and maintenance of structures. <br />Such materials shall include but not be limited to lumber and <br />related supplies, roofing supplies, plumbing fixtures supplies, <br />and electrical materials and fixtures. <br />Construction Plans or Drawings - Those detailed engineered plans, <br />specifications and calculations prepared in accordance with county <br />and other applicable regulations, codes and standards, submitted <br />to the county for approval of a Site and Development Plan or Final <br />Subdivision Plan, which set forth the specific improvements to be <br />made in conjunction with development as they affect the existing <br />site, its boundary conditions, topography, drainage, access, and <br />associated road and other right-of-way and easements. <br />Contiguous - Next to, abutting, or touching and having a boundary, <br />or portion thereof, which is coterminous. <br />Control Elevation - An elevation determined by engineering <br />analysis, which for a particular stormwater management system, <br />provides the necessary volume and discharge required for flood <br />attenuation and for water quality control. Generally the lowest <br />elevation at which stormwater runoff can be discharged over, or <br />through, a control structure, such as a weir, orifice, or culvert. <br />Convenience Store - Any retail establishment offering for sale <br />prepackaged food products, household items, and other goods <br />commonly associated with the same and having a gross floor area of <br />less than 5,000 square feet. <br />Country Club - A land area and buildings containing recreational <br />facilities, clubhouse and the usual uses accessory thereto, open <br />only to members and their guests for a membership fee. Country <br />clubs shall be interpreted to include multi-purpose recreational <br />clubs as well as golf courses, tennis clubs and similar membership <br />recreational facilities.
