systems lies at a depth of 2 m (6.6 feet) below low water; however, <br />if emergents, shrubs, or trees grow beyond this depth at any time, <br />their deepwater edge is the boundary. <br />Delegation of Authority - The policy applicable to these land <br />development regulations specifying that whenever a provision <br />appears requiring the head of a department or some other County <br />officer or employee to do some act or perform some duty, it is to <br />be construed to authorize the head of the department or other <br />officer to designate, delegate and authorize professional -level <br />subordinates to perform the required act or duty unless the terms <br />of the provision or section specify otherwise. <br />Demolition Debris Site - Property utilized by special trade <br />contractors primarily engaged in the wrecking and demolition of <br />buildings and other structures. The operation may or may not <br />entail the selling of material derived from demolition. <br />Density - A measure of the intensity of residential development per <br />unit area of land herein expressed as the number of dwelling units <br />per acre. <br />Design Storm - The twenty-five (25) year return frequency, twenty- <br />four (24) hour duration, Soil Conservation Service Type II modified <br />rainfall distribution. The minimum total amount of precipitation <br />for this twenty-four (24) hour duration storm shall be 8.64 inches. <br />Designated Impoundment Facility - Facility designated or recognized <br />by the board of county commissioners of Indian River County for the <br />purpose of impounding and caring for animals. <br />Developer - Any individual, firm, association, syndicate, co- <br />partnership, corporation, trust or any other legal entity that <br />proposes a project under the terms of these land development <br />regulations. <br />Development - A subdivision of land or a site and development as <br />defined by the Indian River County Land Development Regulations, <br />a residential mobile home park, and any other construction whether <br />residential, commercial, industrial, office, professional, <br />institutional, or recreational, except an individual single family <br />residence on an individual lot, or lots. <br />Development Order - Any action granting, denying, or granting with <br />conditions, an application for a development permit. <br />Development Order, Final - Any building permit(s) authorizing <br />construction of a new building, or the expansion of floor area, or <br />the increase in the number of dwelling units contained in an <br />existing building, or modifications to an existing building, or <br />modifications to an existing building or site to accommodate a <br />change in use for which a new CO will be required, and any CO <br />authorizing a change in the use or authorizing the initial use of <br />a parcel or structure or portion thereof where there is no other <br />27 <br />
