final development order in effect, reviewed and approved in <br />accordance with this ordinance, authorizing said use. <br />Development Order, Initial - Any development order which grants, <br />denies, or grants with conditions an application for development; <br />such as preliminary subdivision plans, final subdivision plans, <br />site and development plans, construction plans, planned development <br />and Development of Regional Impact. These DO's do not issue <br />building permits for construction or change of use which require <br />a new Certificate of Occupancy (C.O.). <br />Development Permit - Any building permit, zoning permit, <br />preliminary subdivision plan, subdivision or other plat approval, <br />site and development plan approval, Comprehensive Plan Land Use <br />Amendment, rezoning, certification, special exception, variance, <br />environmental permit or any other official action of Indian River <br />County or any other state or local government commission, board, <br />agency, department or official having the effect of permitting <br />development of land located within the geographic area subject to <br />the provisions of the Indian River County Land Development <br />Regulations. Development shall include all activities set forth <br />in Section 380.04, Florida Statutes. <br />Development Project - Any intentional man -caused change or <br />improvement to land which increases the amount of impervious cover <br />or results in the change in elevation of any portion of the land <br />or changes the existing storm water system and flood management <br />system. A development project shall include but shall not be <br />limited to all projects which require site plan or subdivision <br />approval under the county code. <br />Development (Project) - For purposes of these land development <br />regulations, "development" or "project" shall be as defined <br />pursuant to Section 380.04, Florida Statues as Follows: Development <br />means the carrying out of any building activities or mining <br />operation or the making of any material change in the use or <br />appearance of any structure or land and/or the dividing of land <br />into three or more parcels. Reference to specific activities below <br />is not intended to limit the generality of this paragraph. <br />The following activities or uses shall be taken for the purposes <br />of this chapter to involve development, as defined in this section: <br />a) a reconstruction, alteration of the size, or material <br />change in the external appearance of a structure or land; <br />b) a change in the intensity of use of land, such as an <br />increase in the number of dwelling units in a structure <br />or on land or a material increase in the number of <br />businesses, manufacturing establishments, offices, or <br />dwelling units in a structure or on land; <br />c) alteration of a shore or bank of a seacoast, river, <br />stream, lake, pond, or canal, including any coastal <br />construction as defined in Section 161.021 Florida <br />Statutes; <br />d) commencement of drilling, except to obtain soil samples, <br />mining, or excavation on a parcel of land; <br />e) demolition of a structure; <br />28 <br />
