used in landscaping, such as, but not limited <br />sand, walls or fences, but excluding paving. <br />Laundry - Self Service - A business that <br />washing, drying, and/or ironing machines for <br />customers on the premises. <br />to, rocks, pebbles, <br />provides home -type <br />hire to be used by <br />Lead-in - The individual lead wire or cable from the distribution <br />system to each individual household or connection. <br />Legal Positive Outfall - The availability of a permanent and <br />legally established watercourse or similar facility or means which <br />has the hydraulic capability of conveying the storm water discharge <br />from a development project to receiving waters downstream. <br />"Legally established watercourse" refers to a watercourse which is <br />established by either an express easement, plat dedication, or <br />other documentation, or implied easement or servitude as may be <br />demonstrated to exist in accordance with Florida law. <br />Level of Service (Traffic) - A qualitative measure describing the <br />operational conditions within a traffic stream, and their <br />perception by motorists and/or passengers. This qualitative <br />description describes the roadway operating conditions in terms of <br />such factors as speed and travel time, freedom to maneuver, traffic <br />interruptions, delay, comfort and convenience, and safety. The six <br />levels of service are defined for each type of facility with letter <br />designations A through F. Level of service A represents the best <br />operating conditions and level of service F the worst operating <br />conditions. <br />Level of Service "C" - As a measure of roadway sufficiency, a zone <br />of stable traffic flow in which speeds and maneuverability are <br />closely controlled by the higher volumes of traffic. Most of the <br />drivers are restricted in their freedom to select their own speed, <br />change lanes, or pass. Level of Service "C" is further defined by <br />reference in the county's current Traffic Circulation Element of <br />the Comprehensive Plan. <br />Level of Service "D" - A measure of roadway operating condition <br />during the peak hour indicating an unstable traffic flow, with <br />tolerable operating speeds being maintained even though they are <br />considerably affected by changes in operating conditions. <br />Fluctuations in volume and temporary restrictions to flow may cause <br />substantial drops in operating speeds. Drivers have little freedom <br />to maneuver, and comfort and convenience are low, but conditions <br />can be tolerated for short periods of time. Level -of -Service "D" <br />is further defined here by reference in the county's current <br />Traffic Circulation Element of the Comprehensive Plan. <br />Level of Service (LOS) Standards - Indicators of the extent or <br />degree of service provided by, or proposed to be provided by, a <br />facility based on and related to the operational characteristics <br />of the facility. LOS indicates the capacity per unit of demand of <br />each public facility. <br />47 <br />
