homes, walls, fences and signs, paving, sidewalks, utility
<br />transmission towers, and other similar improvements.
<br />Structure (Floodplain) - A walled and roofed building, including
<br />a gas or liquid storage tank, that is principally above ground, as
<br />well as a manufactured home.
<br />Subdivide - To create a subdivision.
<br />Subdivision - The division of land, whether improved or unimproved,
<br />by any means into three (3) or more lots, tracts, parcels, tiers,
<br />blocks, sites, units, land condominiums or fee simple townhouses,
<br />for any purpose, including sale or lease, whether immediate or
<br />future, or any division of land creating or changing any public
<br />easement or street, includes additions and subdivisions.
<br />Subdivision, Final - The plat to be recorded; final engineering
<br />plans, specifications and calculations; certification of
<br />improvements, as -built drawings, or performance guarantee; and
<br />other required certifications, bonds, agreements, approvals, and
<br />materials for development phase or the entirety of a parcel of
<br />land, meeting the requirements of the Land Development Regulations.
<br />Substantial Improvement - Any repair, reconstruction or improvement
<br />of a structure, the cost of which equals or exceeds a cumulative
<br />total of fifty (50) percent of the market value of the structure
<br />either:
<br />(1) Before the repair or improvement is started; or
<br />(2) If the structure has been damaged and is being restored,
<br />before the damage occurred.
<br />For the purpose of this definition, "substantial
<br />improvement" is considered to occur when the first
<br />alteration of any wall, ceiling, floor, or other
<br />structural part of the building commences, whether or
<br />not that alteration affects the external dimensions of
<br />the structure. The term does not, however, include
<br />either any project for improvement of a structure to
<br />comply with existing state or local health, sanitary, or
<br />safety code specifications which are solely necessary to
<br />assure safe living conditions; or any alteration of a
<br />structure listed on the National Register of Historic
<br />Places or the State Inventory of Historic Places.
<br />Surface Water - Water in lakes, ponds, marshes and swamps, manmade
<br />impoundments (reservoirs), or in the ocean.
<br />Tailwater Conditions - The water surface elevation in the canal or
<br />receiving water body which the site discharges to during the design
<br />storm event.
<br />Tavern - An establishment serving alcoholic beverages in which the
<br />principal business is the sale of such beverages at retail for
<br />consumption on the premises and where sandwiches and snacks are
<br />available for consumption on the premises. (also see Bar).
