Stormwater Detention (or to detain) - The collection and temporary <br />storage of storm water in such a manner as to provide for treatment <br />and flood attenuation to the receiving waters. <br />Stormwater Management Plan- An engineering plan and written report <br />outlining the drainage and stormwater treatment facilities required <br />for the proper development of the tract under consideration <br />pursuant to the Stormwater Management and Flood Protection Chapter. <br />Stormwater Management System, Centralized - A dedicated stormwater <br />management tract which is not a part of any lot, road right-of- <br />way, backlot, or sidelot easement. <br />Story - That portion of a building included between the surface of <br />any floor and the surface of the next floor above it, or if there <br />be no floor above it, thence the space between such floor and <br />ceiling next above it. <br />Street - (Also see Roadway) - A public or private right-of-way <br />which provides vehicular traffic access between certain points and <br />which also may provide space for the location of utilities. <br />Streets are classified by function as follows: <br />(1) Arterial, Principal - Those routes intended to carry heavy <br />volumes of traffic for major distances within or through the <br />county, as delineated on the Indian River County Thoroughfare <br />Plan. <br />(2) Arterial, Minor - Those routes intended to carry heavy <br />volumes of traffic for short distances within the county, as <br />delineated on the Indian River County Thoroughfare Plan. <br />(3) Collector - A street which carries traffic from minor <br />streets to arterial streets, as indicated on the Indian River <br />County Thoroughfare Plan. <br />(4) Subdivision Feeder Road - A street which serves as the <br />principal entrance street of a residential subdivision or <br />provides for traffic circulation within a subdivision. <br />(5) Minor or Local Street - A street of limited continuity <br />used primarily for access to abutting property, including cul- <br />de-sacs and nonthrough streets. <br />(6) Marginal Access Streets - A street that is parallel and <br />adjacent to a major arterial street or highway and which <br />provides access to abutting property. <br />Street, Private - A privately owned access to abutting property, <br />which serves more than one property, is not dedicated to the <br />general public and is maintained by a Property Owner's Association <br />or other entity. <br />Streetline - A dividing line between a lot, tract or parcel of land <br />and a contiguous street. <br />Structure - Anything constructed or erected with a fixed location <br />on the ground, or attached to something having or requiring a fixed <br />location on the ground.
