JAN 281981 <br />Boax 5 *E 7:32 <br />ATTORNEY COLLINS COMMENTED THAT HE FELT THE PLAT SHOULD <br />CONTINUE TO MOVE FORWARD. HE GAVE A BRIEF HISTORY OF THE NARANJA <br />SHELLMOUND TRACT PROPERTY, WHICH IS CONSTRUCTED ON WHAT IS GENERALLY <br />CONSIDERED A SWAMP LOCATED ON MASSEY ROAD AT THE CUTOFF AT_THE WEST <br />END OF THE WABASSO BRIDGE CAUSEWAY. HE NOTED THAT THE LAST TIME -THE <br />PROPERTY OWNER APPEARED BEFORE THE BOARD, THE COUNTY GOT CONCESSIONS <br />AS FAR AS FILLING, DRAINAGE, AND PAVING ETC., AND HE BELIEVED THE <br />PRELIMINARY PLAT WAS APPROVED AT THAT TIME. THE ATTORNEY FELT IT IS <br />STRANGE TO GET THE PRELIMINARY PLAT BACK AGAIN AND SUGGESTED THAT <br />FRANK CLARK, OWNER OF SAID PROPERTY, BE GIVEN NOTICE TO APPEAR AT <br />THE NEXT BOARD MEETING. THE BOARD CONCURRED. <br />FINAL PLAT APPROVAL - WEST LAKE PARK SUBDIVISION <br />ADMINISTRATOR NELSON REPORTED THAT THIS SUBDIVISION IS <br />LOCATED OFF OF 43RD AVENUE IN THE VICINITY OF 2ND STREET. <br />DISCUSSION AROSE ABOUT THE PROBLEM OF INGRESS AND EGRESS, <br />AND WHETHER A TREND TO LIMITED INGRESS AND EGRESS IS DEVELOPING. <br />PLANNING DIRECTOR REVER STATED THAT HE BATTLED ABOUT THIS WITH <br />THE TECHNICAL REVIEW COMMITTEE, BUT A CUL DE SAC WAS AGREED ON. <br />HE NOTED THAT THIS IS A VERY SMALL SUBDIVISION, AND THEY LOOK ON <br />IT AS BEING VERY PRIVATE, MR. REVER STATED THAT HE DID NOT HAVE <br />A PROBLEM WITH SOME SUBDIVISIONS BEING DEVELOPED IN THIS MANNER, <br />AND, IN'FACT, WITH SOME YOU CAN `T DO ANYTHING ELSE, BUT HE FELT WE <br />HAVE TO GET OUR ROAD SITUATION SQUARED AWAY, HE POINTED OUT THAT THEY <br />WERE SUCCESSFUL IN REQUIRING THAT LOTS 1, 11, AND 13 HAVE A NON -ACCESS <br />STRIP ON 43RD AVENUE, BUT THE TRC DID OVERTURN THEIR RECOMMENDATION <br />RE INGRESS AND EGRESS. <br />COMMISSIONER SCURLOCK DISCUSSED THE MAKE UP OF THE TRC, <br />THEIR VARIOUS AREAS OF EXPERTISE, AND THAT FACT THAT THE MAJORITY, <br />WHO ARE OTHER THAN PROFESSIONAL PLANNERS, CAN. -OVERRULE ON PLANNING <br />MATTERS. COMMISSIONER BIRD SUGGESTED THAT WE MIGHT CONSIDER HAVING <br />THE INDIVIDUAL ENTITIES APPROVE ONLY THEIR PARTICULAR AREA OF <br />CONCERN. <br />•r <br />
