Date <br />ATTACHMENT B - SCOPE OF SERVICES <br />The services to be provided by the CONSULTANT under this Agreement fall <br />generally in the category of Comprehensive Planning and are described in <br />detail as follows: <br />I. CONSULTANT'S RESPONSIBILITIES <br />A. PLAN ELEMENTS TO BE PREPARED <br />The CONSULTANT shall prepare draft proposals for the following <br />elements of the Indian River County Comprehensive Plan: <br />1. Transportation Element <br />2. Sanitary Sewer, Solid Waste, Drainage and Potable Water Element <br />3. Conservation/Coastal Zone Element <br />4. Housing Element <br />5. Recreation and Open Space Element <br />B. METHOD OF STUDY <br />1. 'Data Collection <br />a. The CONSULTANT will rely on data from current element <br />drafts, available reports, maps and publications provided <br />by the COUNTY as the primary basis for identifying the <br />type and extent of problems and needs and for indicating <br />the level and extent of resources available to the COUNTY <br />for implementing development proposals. The work program <br />assumes a minimal role for the CONSULTANT in assembling <br />data needed for report preparation. <br />b. The CONSULTANT will rely primarily on COUNTY planning <br />staff and proposals in current element drafts or related <br />studies to provide an initial interpretation of local <br />public concerns, policy positions, and tentatively <br />acceptable types of COUNTY implementing actions as a basis <br />for development of initial draft proposals. <br />2. Plan Development <br />a. Each draft plan element will be developed as an integral <br />part of a comprehensive plan that is intended to serve as <br />a guide for future COUNTY decisions affecting the general <br />and long-term direction and character ..of growth and <br />development in Indian River County. <br />JAN 28 1981 sa c 45 Fia, 1 <br />
