Proposals will be grouped in a policy hierarchy to be <br />followed in preparation of all elements. The hierarchy <br />will be designed to facilitate use of policies from <br />multiple documents to guide decision-making. A tentative <br />outline and description of the policy hierarchy components <br />is presented in Exhibit 1, attached hereto. <br />C. Proposals will focus on COUNTY roles and responsibilities <br />rather than on describing roles of other public entities <br />in meeting local development needs. <br />d. A major objective in plan development will be to provide a <br />means of integrating capital improvement proposals into a <br />C. MEETINGS <br />unified capital improvement program framework. The work <br />program will concentrate on developing general service <br />program funding and scheduling strategies rather than on <br />specific improvement proposals, but major projects <br />described in other studies will be presented when <br />information is available and would be appropriate for <br />inclusion. <br />The CONSULTANT shall participate in three meetings in Vero Beach as <br />part of this work program, which meetings are as follows: Two <br />meetings will be held with COUNTY planning staff during preparation <br />of draft reports for the purpose of obtaining data; interpreting <br />local concerns, policy positions and acceptable implementing <br />approaches; and reviewing and discussing preliminary proposals. The <br />third meeting will be held with the County Planning and Zoning <br />Commission after draft elements have been submitted for the purpose <br />of reviewing and discussing draft proposals. <br />D. DRAFT REPORTS <br />The CONSULTANT shall provide one (1) draft copy of each plan element <br />to the COUNTY in written (untyped) text and sketch graphics form. <br />Drafts shall contain all text, tables and graphics intended to be <br />
