Nelson, County Administrator <br />SUBJECT: Beach Restoration Program <br />Florida Dept. of Environmental Regulation <br />request to be filed with Federal Government <br />for all projects eligible for 1983 funding in <br />the State of Florida <br />Description and Conditions <br />The last week of February, 1981, is the deadline for filing by the Florida <br />Dept. of Environmental Regulation a funding request to the Federal Government <br />for all eligible Beach Restoration projects proposed for construction in the <br />State of Florida during Fiscal Year 1983. The Indian River County Beach <br />Restoration Program as developed and proposed by the U.S. Army Corps of Engineers, <br />even though not yet completely approved by Congress, does recommend 1983 for <br />possible commencement. The Florida Dept. of Environmental Regulation request <br />for funding such projects is one of the preliminary, noncomprehensive steps <br />in the overall procedure. The D.E.R. has requested Counties at this time to <br />make their preliminary needs known. This is a necessary step "to get in line" <br />for Federal Funding considerations. <br />Alternatives and Analysis <br />At this time, this preliminary step is recommended. The City of Vero <br />Beach's consultant in Coastal Engineering, Tom Campbell, P.E., with Arthur <br />V: Strock and Associates, Deerfield Beach, Florida, has brought this to the <br />attention of the city and they, in turn, have notified us of this matter. <br />Since time is of the essence, Arthur V. Strock and Associates has offered to <br />prepare the application to the D.E.R. for submittal by Indian River County. <br />Since this firm is familiar with the needs as addressed by the application and <br />also familiar with the Indian River County Project, they can prepare the <br />application at a lower cost to the citizens of Indian River County than our <br />staff in this short time period. <br />Therefore, at the recommendation of the County Staff, we have instructed <br />Arthur V. Strock and Associates, Consulting Engineers, to proceed in preparing <br />this application to the Florida D.E.R. Approximate cost for preparing the <br />application is $300.00 as quoted by Tom Campbell, P.E. on February 16, 1981. <br />Recommendation and Fundi <br />Critical timing on this matter has necessitated requesting Arthur V. <br />Strock and Associates to proceed in applying to the State of Florida Dept. <br />of Environmental Regulation for preliminary 1983 funding considerations to <br />implement the Indian River County Beach Restoration Program. This action in <br />no way obligates the County at this point in time, however, it is merely a <br />preliminary procedure to "get us in line" at this time. We therefore, <br />recommend after the fact approval of the following: <br />JD: rt <br />1. Authorize the firm of Arthur V. Strock and Associates to prepare <br />an application to the Florida D.E.R. for a request for funding of the <br />Indian River County Beach Restoration Program. <br />2. Approve funding in the amount of $300.00 for the preparation of the <br />above application. <br />69 <br />
