IV. Minutes <br />Preparation of the Board's Minutes falls within the jurisdiction <br />of the Clerk of the Circuit Court in her capacity as Ex -Officio <br />Clerk to the Board of County Commissioners. Accordingly, the <br />Administration recommends the Board direct the preparation, for <br />the Chairman's signature, of a request to the Clerk, that the <br />Board Minutes be further condensed. Also included within that <br />communication should be a suggestion that the Clerk may wish to <br />investigate the feasibility, productivity improvement and cost <br />of obtaining a word processing unit for minutes preparation and <br />other associated tasks. <br />The Administration believes implementation of the above <br />recommendations, along with improvement in the quality of staff <br />work, should facilitate more effective and productive meetings <br />of the Board of County Commisssioners. <br />The revised procedures will place a greater work load on this <br />office. The full impact of that increased work load can not <br />be determined until full implementation has occurred. It is <br />highly probable that additional personnel will be required <br />and the Administration will monitor the work load impact <br />during implementation and will advise the Board. <br />The Administration requests Board approval of the above <br />recommendations, and direction to proceed accordingly. <br />APPROVED AGENDA ITEM: <br />FOo 'I <br />R ° <br />Dat <br />BY eop <br />COMMISSIONER SCURLOCK COMMENTED THAT IT WAS HIS IMPRESSION <br />THAT, ALTHOUGH THESE WORKSHOP SESSIONS ARE NOT INTENDED TO BE A PUBLIC <br />FORUM, WE WOULD ALLOW SOME INPUT FROM THE PUBLIC AND THESE WOULD NOT <br />BE CLOSED SESSIONS. <br />IN FURTHER DISCUSSION, IT WAS AGREED THAT LIMITED PUBLIC <br />INPUT WOULD BE ALLOWED AND THAT RATHER THAN HAVE A RESTRICTIVE AGENDA, <br />THE WORKSHOP SESSIONS SHOULD REMAIN RELATIVELY UNSTRUCTURED TO ALLOW <br />FOR FLEXIBILITY. IT WAS FURTHER NOTED THAT IT IS THE INTENT TO GO TO <br />DAYTIME WORKSHOP SESSIONS AFTER THE END OF THE SCHOOL YEAR. THE BOARD <br />AGREED WITH THE ADOPTION OF A CONSENT AGENDA FROM WHICH ANY ONE COMMIS- <br />SIONER MAY REMOVE AN ITEM, AND FURTHER CONDENSATION OF THE MINUTES, <br />PLUS CONSIDERATION OF THE�POSSIBLE ADVANTAGES OF ;OBTAINING A WORD <br />PROCESSING UNIT. <br />ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER <br />WODTKE, THE BOARD UNANIMOUSLY APPROVED THE RECOMMENDATIONS OF THE <br />ADMINISTRATOR REGARDING ADOPTION OF PROCEDURES SET OUT IN THE KELTON <br />REPORT AND AGREED THAT THE EVENING WORKSHOP SESSIONS WILL MOVE TO DAY- <br />TIME SESSIONS AS MUCH AS POSSIBLE TOWARDS THE END OF THE SCHOOL YEAR. <br />BOOK ..>. 45 PAGE,914 <br />FEB 251981 74 <br />
