MAR 111991 Bow 46 PAGE 30 <br />INDIAN RIVER COUNTY, FLORIDA <br />INTER - OFFICE MEMORANDUM <br />TO: Honorable Members of the DATE: February 27, 1981 FILE: <br />Board of County Commissioners <br />SUBJECT: Public Works Organization <br />Implementation Procedure <br />FROM: Neil A. Nelson, REFERENCES: Interim Report, Public Works <br />County Administrator Kelton & Associates, Inc. <br />This is in response to a request from the County Commission, at the time <br />of acceptance of the Kelton & Associates Interim Report, for procedures to <br />establish the Public Works Department and the reorganization of the Road & <br />Bridge Department. It is recommended that the data herein presented be given <br />formal consideration by the Board. <br />DESCRIPTIONS AND CONDITIONS <br />o The facts, needs, and circumstances involved in the background for this <br />recommendation were furnished to members of the County Commission in the <br />Kelton & Associates Report dated January, 1981, and were discussed in some <br />detail at the Board meeting of -January 28, 1981. <br />ALTERNATIVES AND ANALYSIS <br />The Administration believes the recommendations of the Kelton Public <br />Works Report should be considered for implementation. <br />Alternative organizational charts for reorganization of the Road & Bridge <br />Department to the New Road & Bridge Division are available in the Kelton Report <br />starting on page 16. The most viable alternative reorganization plan is that <br />identified and recommended by Mr. Kelton as Chart No. 3-E. Of the other <br />potential organizational charts, the only possible viable chart would be 3-B. <br />However, this particular plan shows the sign crew under a separate foreman, <br />whereas it is anticipated more direct response time to the Road & Bridge <br />Superintendent requires that this crew be directly under his/her control. <br />Although the second alternative can readily be used and is a very much upgraded <br />plan to what is currently in Road & Bridge Department, plan 3-E is more <br />responsive to the needs of the Division and will provide for more effective <br />management control. <br />PERSONNEL REQUIREMENTS <br />The recommended reorganization â–ºrill require the following personnel changes: <br />30 <br />
