MAR 2 51981 soon 46 )� <br />MOTION WAS MADE BY COMMISSIONER FLETCHER TO PROPOSE A 6% <br />COST OF LIVING INCREASE AND MERIT INCREASES OF A POSSIBLE 6% MAXIMUM. <br />THE MOTION DIED FOR LACK OF A SECOND, <br />COMMISSIONER WODTKE DISCUSSED THE CODY PLAN THE BOARD <br />ADOPTED IN THE LAST YEAR OR SO TO GET THE COUNTY INTO THE PROPER PAY <br />SCALES, JOB DESCRIPTIONS, ETC., AND AFFORD THE OPPORTUNITY TO COME <br />IN WITH A MERIT TYPE RAISE. HE BELIEVED WE ARE DEVELOPING DEPARTMENT <br />HEADS WITH'THE STRENGTH AND FORTITUDE TO ANALYZE PEOPLE FAIRLY. <br />COMMISSIONER WODTKE WENT ON TO TALK ABOUT HIS DESIRE TO GIVE EVERY- <br />ONE A RAISE, BUT POINTED OUT THAT THESE RAISES RESULT IN HAVING TO <br />PAY ADDITIONAL FICA, WORKMEN'S COMPENSATION, ETC., AND IT, THEREFORE, <br />COSTS A LOT MORE THAN 11% TO GET AN 11% SALARY RAISE. HE CONTINUED <br />THAT HE FELT WE HAVE TO FOLLOW THE URGINGS OF PRESIDENT REAGAN AND <br />MAKE SACRIFICES TO PREVENT THE SPIRAL IN OUR ECONOMY. COMMISSIONER <br />WODTKE STATED THAT HE WOULD LIKE TO LOOK AT A TOTAL, WHETHER IT BE <br />COST OF LIVING OR MERIT INCREASE, AND HE WOULD HAVE A PROBLEM OF <br />EXCEEDING ANYTHING IN THE COMING YEAR OVER 9% OR 10% TOTAL. HE <br />NOTED THAT HE DID NOT HAVE ANY DOCUMENTED FIGURES ON WHICH TO BASE <br />THESE FIGURES AND HE WOULD HAVE NO PROBLEM WITH WAITING FOR FURTHER <br />INFORMATION. HE COMMENTED, FOR THE BENEFIT OF THE NEW COMMISSIONERS, <br />THAT HE_HAS NOT BEEN IN THE MAJORITY IN THE PAST IN REGARD TO HIS <br />THOUGHTS REGARDING SALARY INCREASES, AND HE HAS NOT BEEN IN TOTAL <br />AGREEMENT WITH THE SALARY RAISES WE HAVE NAD, WHICH IS NO REFLECTION <br />ON THE EMPLOYEES. COMMISSIONER WODTKE BELIEVED WE NEED TO PAY FAIR <br />AND ADEQUATE WAGES FOR THE RESPECTIVE JOBS, BUT HE HAD A PROBLEM WITH <br />ADDING PERCENT ON PERCENT YEAR AFTER YEAR. <br />COMMISSIONER SCURLOCK STATED THAT WE HAVE AN ACCOUNTABILITY <br />TO THE GENERAL PUBLIC, AND REITERATED THAT WE NEED MORE OF A TOTAL <br />PICTURE AND MORE DETAILED INFORMATION. <br />CHAIRMAN LYONS NOTED THAT WE ALSO HAVE AN ACCOUNTABILITY <br />TO THE EMPLOYEES AND MUST COME UP WITH AN ANSWER AT THE EARLIEST <br />POSSIBLE DATE. <br />
